Kimball) (07/01/09) City Manager Approval: Mark Scott (07/01/09) RECOMMENDATION: Staff recommends the City Council approve the application for a grant authorized by the American Recovery and Revitalization Act, Fire Station Construction Grant (FSCG), administered through the Assistance to Firefighters Grant program, for repairs needed at Fire Station #2. BACKGROUND: Fire Station #2 was built in 1981 and is getting to the point that major repairs, replacement and remodeling are needed to keep it in a useable condition. In addition to other areas which are aging, the upstairs bathrooms have leaking shower pans and two of the showers have been unusable for several years due to the lack of funding for the necessary repairs. In 2007, the City hired AEI Consultants to evaluate repairs needed in all City buildings. AEI Consultants recommended that Fire Station #2 be completely renovated. DISCUSSION: Fire Station #2 repair requests for the shower pans have been deferred for several years as higher priority requests compete for maintenance funding. The FSCG is primarily designed to provide funding to build new fire stations and expand services, but funds are also available for repairing uninhabitable stations. The leaking shower pans at Fire Station #2 have rendered the showers out of service for over three years. In addition, the FSCG application will seek funds to divide the upstairs bathroom to provide separate facilities for both male and female firefighters. The City of Culver City, California Agenda Item Report work described above falls under the description of eligible projects under the FSCG. FISCAL ANALYSIS: The cost for renovating the entire bathroom has been estimated at $647,000 (contractor’s estimate attached) and includes the use of “green” products (including skylights and low-flow fixtures whenever possible) and the division of the existing restroom into two separate restrooms. The contractor explained that his estimate is high due to several factors including mandated prevailing wage rates and accounting procedures and the unknown potential structural damage, as well as the possibility of mold remediation and the need for temporary facilities. The total amount requested through this FSCG application is $647,000. There are no City matching fund requirements for the FSCG. Should the grant application be approved, staff will return to the City Council with an item to appropriate the grant funds. ATTACHMENTS: 1.
