RECOMMENDATION:
Staff recommends the City Council approve the final plans and specifications and
authorize the publication of a notice inviting bids for the Sewer Bypass Construction
at Jasmine, Overland, and Mesmer Sewer Pump Stations, P-521.
BACKGROUND/DISCUSSION:
Culver City’s sewer pump stations receive sewage effluent through gravity sewer
pipe and then pump the effluent under pressure through a sewer force main that
connects to the City of Los Angeles’ sewer system. In the case of pup station
failure, the current emergency response measure is to divert the sewage using
mobile (portable trash) pumps into large capacity storage tanks that are rented from
a vendor. At the same time, tanker trucks must remove the sewage from the
storage tanks and drive to another part of the sewer system (not associated with the
particular sewer pump station) and drain it to a manhole. The process is repeated
until the pump station is repaired.
An alternative emergency response is to install sewer bypass piping directly into the
sewer force main. In case of the complete failure of the sewer pump station, a
mobile sewer pump can bypass the sewage from the sewer pump station directly to
the sewer force main. This method will not require the rental of storage tanks and
tanker trucks which makes the City less dependent on outside sources. The
operation of the mobile sewer pump and by-pass is continuous and will prevent
sewer overflow and provide time to repair the sewer pump station. A sewer bypass

piping system was installed at the Braddock Sewer Pump Station several years ago.
This system has been tested and has proven to operate as designed.
At each of the three sewer pump stations (Jasmine, Overland, and Mesmer), staff
designed, with the help of an on-call consultant, a sewer bypass piping arrangement
that is appropriate for each station based upon each station’s unique requirements.
In general, a permanent quick pipe connection for the mobile pump and an outlet
pipe connecting to the existing sewer force main will be installed as a part of this
project.
Staff recommends that the City Council approve the final plans and specifications
and authorize the publication of a notice inviting construction bids.
The construction contract award is expected to be presented to the City Council for
consideration in April 2011. Should the City Council award the contract, the
construction of the project is slated to commence in May 2011 and to be completed
by July 2011. Staff intends to solicit construction inspection services from the City
Council approved list of on-call general civil engineering firms.
FISCAL ANALYSIS:
The engineer’s estimate is for this project is $80,000. There are sufficient funds
available in 20400521 (P-521), Sewer pump station improvements, for the
construction of this project.
MOTIONS:
That the City Council:
1. Approve the final plans and specifications; and,
2. Authorize the publication of a notice inviting bids for the Sewer Bypass
Construction at Jasmine, Overland and Mesmer Pump Stations, P521.
