RECOMMENDATION
 
Staff recommends the City Council (1) authorize the acceptance of New Framework to End Homelessness Measure H Grant Funds in the amount of $1,220,560 from the County of Los Angeles (County) Chief Executive Office-Homeless Initiative (CEO-HI).
 
 
BACKGROUND/DISCUSSION
 
Notice of Award 
On March 19, 2025, the Los Angeles County Homeless Initiative notified the City of Culver City that it had been awarded $1,220,560 in Measure H grant funding through the New Framework to End Homelessness. This funding is designated exclusively for interim housing operations at the Culver City Project Homekey - Interim Housing and Permanent Supportive Housing Program.
 
Grant Use and Scope
Pursuant to the Funding Agreement (Contract HI-25-036) between Los Angeles County and Culver City (Agreement), the grant will fund the following Statement of Work:
 

 
Per the Agreement, the New Framework to End Homelessness grant funds must be expended by June 30, 2026, or sooner, unless extended. 
 
 
FISCAL ANALYSIS
 
The City was awarded $26.6 million through Project Homekey, with approximately $3.7 million specifically designated for services and operations. To help support operating costs for the Permanent Supportive Housing component of the project, Los Angeles County committed the following resources:
 
•                     $945,000 spread over five years through the Department of Health Services (DHS)/Intensive Case Management Services (ICMS). These funds will go directly to Exodus Recovery, the onsite service provider for the Project Homekey site.
•                     $1.7 million over three years from the County CEO-Homeless Initiative (CEO-HI) to further support operational needs on the Permanent Supportive Housing side.
 
Additionally, the City committed approximately $4.9 million annually from its General Fund to support both the Interim Housing and Permanent Supportive Housing components of the Homekey project. The County CEO-HI previously committed $1,109,600 from the Cities of Council of Government Interim Housing Services Grant (CCOGIHS) to cover operational costs only related to Interim Housing. Those funds were fully expended at the end of Fiscal Year 2024-2025. 
 
The $1,220,560 "New Framework to End Homelessness" Measure H grant award will supplement City funding in Fiscal Year 2025-2026, specifically supporting the Interim Housing component and helping to ensure the long-term viability of services. Since the funds were awarded on March 19, 2025, these grant funds are already reflected in the Adopted Budget for Fiscal Year 2025-2026, in Account No. 10116100.391414 (Non-Departmental revenue) as an offset to the General Fund. The grant can be found in the schedule of Adopted Cost Reductions and Revenue Enhancements on page 63 of the budget book.

MOTIONS
 
That the City Council:
 
1.                     Authorize acceptance of New Framework to End Homelessness Grant Funds in an amount of $1,220,560 from the County of Los Angeles (County) Chief Executive Office of Homeless Initiative (CEO-HI); and
 
 
2.                     Authorize the City Attorney to review/prepare the necessary documents; and
 
3.                     Authorize the City Manager to execute such documents on behalf of the City.
