RECOMMENDATION
Staff recommends the Equity and Human Relations Advisory Committee: (1) receive and file a report from the Youth Advisory Board Ad Hoc Subcommittee; (2) if so desired, discuss and consider approval of the report’s recommendations; and (3) determine next steps as deemed appropriate.
BACKGROUND
At the September 17, 2024, Special Meeting, EHRAC achieved consensus to create a Youth Advisory Committee Ad Hoc Subcommittee and appoint Former Chair, Member Bano, Members Valverde, Mora Fattorini, and Renteria thereto.
The Youth Advisory Committee Ad Hoc Subcommittee will explore the idea of creating and/or recommending the creation of a Youth Advisory Committee for the City of Culver City.
At the October 22, 2024, Regular Meeting, EHRAC achieved consensus to hear a report from the Youth Advisory Committee Ad Hoc Subcommittee at the November 19, 2024, Special Meeting.
As reported by the Youth Advisory Committee Ad Hoc Subcommittee, a number of cities already have youth advisory councils. Some of these cities include the City of Los Angeles, the City of Long Beach, and Palos Verdes. See links to these programs contained within the Youth Advisory Committee Ad Hoc Subcommittee Report. It is the belief of the Youth Advisory Committee Ad Hoc Subcommittee that a City of Culver City Youth Advisory Committee would benefit the City by:
• Addressing youth specific issues directly with youth;
• Increasing community engagement;
• Building partnerships and developing mentorships;
• Helping to develop future leaders; and
• Creating a more inclusive environment.
At the November 19, 2024, Special Meeting EHRAC reached consensus to hear a report from the Youth Advisory Committee Ad Hoc Subcommittee at the January 28, 2025, Regular Meeting.
On January 28, 2025, the Youth Advisory Board Ad Hoc Subcommittee report was deferred to a later date. Consensus was reached to hear the report at the April 22, 2025, Regular Meeting.
At the April 22, 2025, Regular Meeting, EHRAC reached consensus to push the item to the EHRAC Special Meeting on May 20, 2025.
At the May 20, 2025, Special Meeting, EHRAC reached consensus to receive and file the report from the Youth Advisory Board Ad Hoc Subcommittee. (Attachment 1)
At the August 19, 2025, Special Meeting, Member Jones replaced Member Mora Fattorini on the Youth Advisory Board Ad Hoc Subcommittee, as Member Mora- Fattorini successfully completed his term with EHRAC on June 30, 2025.
At the October 21, 2025, Special Meeting, EHRAC reached consensus to receive a report and update from the Youth Advisory Board Ad Hoc Subcommittee at the January 27, 2026, Regular Meeting.
DISCUSSION
Review the Youth Advisory Board Ad Hoc Subcommittee Report (Attachment 2), discuss its findings and recommendations, consider the associated questions and considerations listed below, and determine next steps.
Questions and Considerations:
• What is the envisioned scope/purview/purpose of the Youth Advisory Board?;
• Where do you see the Youth Advisory Board residing? As an independent body or as an ad hoc subcommittee in a larger existing body?; and
• It should be noted that a project related to the formulation of a Youth Advisory Board does not currently fall within the EHRAC workplan nor was it a council mandated project; however, should EHRAC desire to make a recommendation to the City Council for EHRAC to take on the specific project leading to the creation of such an Advisory Board, City Council approval will be required
