RECOMMENDATION:
It is recommended the City Council (1) discuss the proposal of naming the City Hall Inner Courtyard in honor of former Culver City Chief Administrative Officer Dale Jones, and (2) (if desired) approve such proposal and provide direction to the City Manager as deemed appropriate.
BACKGROUND AND DISCUSSION:
At the August 24, 2015 City Council meeting, the City Council provided consensus to consider this item. Attached is City Council Policy Statement 2006-01 “Naming of City Facilities” for ease of reference.
This item was originally presented to the City Council on September 15, 2015. At that time, the City Council referred the matter to the Parks, Recreation, and Community Services Commission (PRCS Commission). At the Regular Meeting of the PRCS Commission held on November 3, 2015, the PRCS Commission considered the following item:
(1) CONSIDERATION OF A RECOMMENDATION TO THE CITY COUNCIL REGARDING ADOPTION OF A RESOLUTION NAMING BALL FIELD #3 IN BILL BOTTS FIELD WITHIN CULVER CITY PARK IN HONOR OF FORMER PARKS, RECREATION AND COMMUNITY SERVICES COMMISSION CHAIR RICK HUDSON; AND (2) IF A RECOMMENDATION IN SUPPORT OF THE NAMING IS MADE, CONSIDERATION OF ONE OR MORE RECOMMENDATIONS REGARDING THE RELATED COMMEMORATIVE SIGNAGE.
After discussing the item, the PRCS Commission took the following action (note that the Commission’s actions are provided almost completely verbatim so as to not introduce any inadvertent interpretation of the actions):
“We’d like first to get a more detailed criteria for recommendations on naming of any public facility; we’d like to continue the hearing on Bill Botts Field #3 or any other field with respect to Rick Hudson until our April 2016 meeting; we’d also like to have all potential naming recommendations for City facilities be brought to us only in the April meetings of each calendar year, provided, of course, we have the criteria for Council prior to that meeting.” (Emphasis added. This action was supported unanimously 5-0.)
Based upon the above action by the PRCS Commission regarding all potential naming recommendations, at the City Council meeting held on December 21, 2015, Vice Mayor Weissman requested and received the City Council’s consensus to direct the City Manager to place this item on a future City Council agenda. At the January 4, 2016 City Council meeting, the City Council considered this subject, received additional input from the public, including members of Mr. Jones’ family, to consider naming of the City Hall Courtyard after Mr. Jones, and took the following action:
“The City Council directed the City Manager to bring the naming of the City Hall Courtyard in honor of former Culver City Chief Administrative Officer Dale Jones back at a future meeting for City Council consideration.”
Staff has reviewed the proposal to name the City Hall Inner Courtyard in honor of former Culver City Chief Administrative Officer Dale Jones and finds no legal or other reason that would prohibit such action. Therefore, should the City Council so determine, such naming would occur and staff would cause to be produced a commemorative plaque that would be installed at an appropriate place within the City Hall Courtyard.
FISCAL ANALYSIS:
Staff estimates the preparation and installation of a commemorative plaque would cost approximately $2,000. The City Council Adopted Budget for Fiscal Year 2015/2016 contains sufficient appropriations to cover such costs.
