RECOMMENDATION:
Staff recommends the City Council (1) accept grant funding and (2) appropriate
$22,000 for State of California – Natural Resources Agency Department of
Resources Recycling and Recovery (CalRecycle) Reimbursement Grant.
BACKGROUND:
On March 11, 2013 the City Council authorized staff to submit a competitive
Household Hazardous Waste (HHW) grant application to CalRecycle. The following
project was submitted:
• Offer more HHW collections events within the City.
• Produce marketing materials such as school educational pieces, a video
marketing piece that gives information on how to dispose of HHW, and a web
page.
DISCUSSION:
The City applied for the maximum of $50,000 to implement an enhanced HHW
program. The City’s grant application was selected for partial funding. The grant
management team felt Culver City residents have adequate access to nearby
Solvents/Automotive/Flammables/Electronics (S.A.F.E.) recycling and disposal
centers. Therefore, $28,000 in collection related costs were not funded. The funding
request for public education and administrative costs was approved, and the City
was awarded $22,000. No local matching funds are required for this grant.

FISCAL ANALYSIS:
A budget amendment is required for Fiscal Year 2013/2014 to appropriate $22,000
in Division 20260430 - Recycling. Staff anticipates that the entire grant amount will
be expended by the grant sunset on April 15, 2015.
MOTION:
That the City Council:
1. Accept $22,000 in grant funding for the CalRecycle HHW Grant; and,
2. Approve a budget amendment to appropriate $22,000 in Fund 202 (4/5 vote
requirement).
