RECOMMENDATION

 

Staff recommends that the Parks, Recreation and Community Services (PRCS) Commission receive and file the PRCS Commission’s Fiscal Year 2025-2026 budget recommendations letter to the City Council.

 

 

BACKGROUND/ DISCUSSION

 

At their March 18, 2025, Special Meeting, the PRCS Commission reviewed their fiscal year 2025-2026 budget letter to City Council (Attachment 1).  At that time, the letter was approved unanimously by the PRCS Commission with amendments that were to be made by Vice Chair Maggie Peters with support from Chair Alexander. 

 

The final letter includes the following recommendations:

 

                     Staffing: In regard to full-time staff, the letter recommends reclassifying the Senior Management Analyst position to a Deputy Director position and funding the following new positions: One Senior management Analyst, One Management Analyst, and Two Maintenance Worker I. For part-time staff, the letter recommends providing increased wages and benefits to the staff at the Plunge in order to compete with neighboring jurisdictions.

                     Playground Maintenance: The letter recommends increasing the operating budget in the Parks Division in order to better fund ongoing playground maintenance.

                     Youth Sports Programs: The letter recommends increasing the budget for the pilot youth sports programs in order to turn it into full-scale program. 

                     Model Water Efficient Landscape Ordinance (MWELO): The letter recommends funding irrigation upgrades over multiple years in order to help meet MWELO compliance.

                     Tellefson Park Renovation: The letter recommends funding a renovation of Tellefson Park in accordance with the recommendations found in the Parks Plan. 

 

The letter was submitted by PRCS staff to City staff along with the department’s required budget documents for FY 2025-2026 in April.  It will next be sent to the City Council during the budget presentations in May of 2025. 

 

 

FISCAL ANALYSIS

 

There is no fiscal impact associated with the discussion of this Agenda Item.  However, the discussion does include consideration for changes in the budget accounts associated with the PRCS department.
