City of Culver City, California City Council Agenda Item Report RECOMMENDATION: Staff recommends the City Council accept the work performed by the contractor, All American Asphalt, and authorize filing a Notice of Completion for the Residential Overlay Project, P-863. It is also recommended that retention funds in the amount of $57,751.61 be released to the contractor after the thirty-five day lien period expires. BACKGROUND/DISCUSSION: On October 8, 2007, the City Council awarded a construction contract to All American Asphalt for the Residential Overlay Project, P-863 in the amount of $460,000. Also, the City Council authorized the Public Works Director/City Engineer to increase the construction contract with All American Asphalt by an amount not-to-exceed $115,000 for additional street resurfacing work on Jasmine Avenue between Farragut Drive and LeBourget Avenue, and $65,000 for other change order work. All American Asphalt successfully removed 2 inches of the existing AC pavement and paved with 2 inches of new asphalt concrete on the following streets: 1. Braddock Drive – Jackson Avenue to Duquesne Avenue 2. Jackson Avenue – Braddock Drive to Culver Boulevard 3. Rhoda Way – Stevens Circle to Cota Street 4. Huntley Avenue – Franklin Avenue to Southerly City Limits 5. Jasmine Avenue – Farragut Drive to Le Bourget Avenue This project also included installation of paving fabric to increase the structural integrity of the new asphalt and minimize future reflective cracking at locations as recommended by the manufacturer; the replacement of traffic loops, re-striping of traffic lanes and legends, installation of raised pavement markers and the removal and the replacement of sections of failed roadway pavement. The project was successfully completed on time and under budget. FISCAL ANALYSIS: The original contract amount of $460,000 was increased to a final contract amount of $577,516.15 after adding Jasmine Avenue to the list of streets per City Council authorization. There are sufficient funds in the project budget (42000863) for the final projects costs.
