RECOMMENDATION:
Staff recommends the City Council approve a professional services agreement in an
amount not-to-exceed $15,904.45 to Advanced Industrial Solutions (AIS) for the
installation of a ceiling-mounted safety fall arrest station in the Welding and
Fabrication Shop of the Culver City Transportation Facility.
BACKGROUND:
The Culver City Transportation Facility is the primary facility for operations provided
by the Equipment Maintenance and Fleet Services Division, for repair and
maintenance of all City vehicles, as well as for welding and fabrication operations for
all City equipment. In order to maintain a high degree of safety for our Mechanics
and Welders, the California Office of Safety and Hazards Administration (Cal-OSHA)
requires fall restraint systems in all areas designated for maintenance of vehicles
and equipment that involves moving, standing, and working on the roofs of this
equipment.
Two (2) fall restraint systems have been installed in the primary maintenance bays
at our facility. The Welding and Fabrication Shop requires a similar system to
ensure proper safety of our employees, as well as statutory compliance with OSHA
standards.
DISCUSSION:
Staff obtained written quotes from three (3) vendors who provide installation services
for this type of equipment:

Advanced Industrial Solutions (AIS): $15,904.45
IN-TEC: $16,673.06
JSpecht and Equipment, Inc.: $18,228.62
AIS not only provided the lowest quote for this work; they are the contractor that
installed the same fall restraint equipment in our maintenance bays in November
2005. AIS is a leader in the industrial service field, and has provided excellent
products and timely response to our needs. Staff also believes that parts
standardization is an efficient and cost-effective strategy for installed equipment at
the Transportation Facility.
FISCAL ANALYSIS:
Funds have been identified in the Transportation Department FY07-08 budget from
the, Account # 20368300.732120, Departmental Special Equipment for this project.

MOTIONS:
That the City Council:
1. Approve a professional services agreement with Advanced Industrial Solutions
(AIS), in an amount not to exceed $15,904.45 for installation of a fall restraint
system in the Weld Shop of the Culver City Transportation Facility.
2. Authorize the City Attorney to prepare the necessary documents and authorize
the City Manager to execute such documents on behalf of the City.
