RECOMMENDATION:
Staff recommends the City Council approve a special permit to the Fiesta La Ballona
Committee to allow the S.T.A.R. Eco Station to set-up a Rainforest, with animals, in
Veteran’s Park for entertainment purposes on August 26 and 27, 2006.
BACKGROUND/DISCUSSION:
Culver City Municipal Code (CCMC) Section 9.10.055(A) prohibits animals within
any City public park unless a special permit has been obtained from City Council.
The special permit allows animals for the purposes of conducting entertainment or
exhibitions. City Council has approved special permits for animals for the Fiesta La
Ballona event in past years, and on April 10, 2006, City Council approved a special
permit for a Petting Zoo, Pony Rides, K-9 Dog Demonstration and Police Horse
during the 2006 Fiesta La Ballona.
Subsequent to the above referenced meeting on April 10
th
, the Fiesta La Ballona
Committee received a request from the S.T.A.R. Eco Station to turn their vendor
booths into a Rainforest with animals for children of all ages. The animals would be
of the variety they typically take to schools and other public events. The Fiesta La
Ballona Committee is interested in approving their booth application and is
requesting that the City Council approve an additional special permit for this
purpose.
The Parks and Recreation Commission, at their meeting on August 1, 2006,
unanimously approved a recommendation to City Council that they grant a special
