RECOMMENDATION:
Staff recommends that the Parks, Recreation and Community Services (PRCS)
Commission(1) acknowledge the invitation to the Parks, Recreation and Community
Services (PRCS) Commission from the City Council to provide comments during the
City’s Fiscal Year 2014/2015 Budget Process; and (2) provide comments, if any, on
the PRCS Department Budget and Work Plans for staff to convey to the City Council
on the Commission’s behalf.
BACKGROUND:
Beginning with the upcoming Fiscal Year (Fiscal Year 2014/2015), the City Council
has approved an enhanced budget process. This process provides additional
opportunities for the public to provide input into the budget document. Further, the
City Council has specifically invited members of the City’s Commissions,
Committees, and Boards to provide comments during the City’s Fiscal Year
2014/2015 Budget Process.
Attached is the Budget Calendar for this fiscal year. Members of the City’s
Commissions, Committees and Board are welcome to attend any and all of the
public meetings of the City Council at which the budget will be reviewed and
ultimately considered for adoption by the City Council.

DISCUSSION:
At the January 7, 2014 meeting, staff made a preliminary Fiscal Year 2014/2015
Budget and Work Plan presentation to the PRCS Commission. On February 20,
2014 the PRCS Director reminded the Commissioners via email that they were
invited to comment on the City Budget process and to attend the February 24, 2014
City Council meeting to hear the presentation from the City’s Chief Financial Officer
Jeff Muir. Mr. Muir presented the mid-year report on the City’s General Fund as well
has an updated fiscal forecast at that meeting. At the March 24, 2014 City Council
Study Session, the PRCS Director gave the PRCS Department’s “Presentation of
Current and Proposed Work Plans.”
As noted on the attached Budget Calendar, the final date for the submission of
Commission comments is April 8, 2014. In addition, staff has been given a deadline
of April 11, 2014 to send all of the Department’s budget materials to the Chief
Financial Officer. Therefore, if the Commission wishes to submit comments on the
Fiscal Year 2014/2015 PRCS Department Budget and/or Work Plans, staff
recommends that they do so at this evening’s meeting.
FISCAL ANALYSIS:
There is no fiscal impact associated with the discussion of this Agenda Item.
