RECOMMENDATION
Staff recommends the City Council: (1) approve the final plans and specifications and (2) authorize the publication of a Notice Inviting Bids for the Curb, Gutter and Sidewalk Replacement Project, PZ428 (Project).
BACKGROUND/DISCUSSION:
The Project proposes to remove and replace approximately 15,000 square feet of sidewalks and drive approaches throughout the City and approximately 900 linear feet of curb and gutter on Overland Avenue. Sidewalk repair locations were collected from various sources including the Public Works Department Maintenance Operations staff requests and resident referrals. Prioritization of repairs was based on potential safety concerns, severity of uplifts, and general deterioration.
A significant portion of this capital improvement project will include the reconstruction of the curb, gutter, and sidewalk on the east side of Overland Avenue between Braddock Drive and Culver Boulevard due to tree root intrusion. Because the City Arborist has determined that root pruning will compromise the root structure and stability of the trees adjacent to the Project, 14 street trees will need to be removed and replaced as part of this Project. A new street tree will be planted in each of their places in accordance with the City’s Street Tree Master Plan or the newly proposed Urban Forest Master Plan (if the UFMP is approved this evening). Residents and businesses adjacent to and on the opposite side of the street from the proposed tree removals were notified on July 28, 2015. There have been no inquiries from the residents.
