RECOMMENDATION

 

Staff recommends the City Council adopt a Resolution to accept a grant award in the amount of $35,000 from the National Fitness Campaign and allocate funds for an outdoor Fitness Court® at Tellefson Park or Culver City Park as part of the 2026 National Fitness Campaign.

 

 

BACKGROUND/DISCUSSION

 

The National Fitness Campaign (NFC) is a wellness consulting organization that partners with municipalities to develop outdoor Fitness Court® facilities designed to promote free, accessible public fitness. Through its Healthy Cities Campaign, NFC aims to fund 5,000 outdoor Fitness Courts® nationwide.

 

On January 26, 2026, the City Council, with full support from the Parks, Recreation and Community Services Commission, approved submission of the grant application. On February 13, 2026, the City received confirmation of a $35,000 grant award to participate in the 2026 NFC Healthy Cities Campaign.

 

The National Fitness Campaign believes each Fitness Court® Studio is a long-term partnership with the municipality that installs it.  By bringing the Fitness Court® to Culver City, the City will become part of the National Campaign network spotlighting Culver City as a community focused on health and fitness. 

 

The Fitness Court® Studio contains two primary components:  

 

The first area is designed to provide a full body workout in only seven minutes by creating zones of movement focusing on:

 

                     Agility

                     Bend

                     Core

                     Lunge

                     Pull

                     Push

                     Squat

 

Participants can utilize the zones to plan their own workouts or use the free National Fitness Campaign app to learn about each zone, be instructed through a workout, and to track their progress.  Certified Ambassadors are also available to provide classes or hold clinics. 

 

The second area is an open studio classroom.  The open area can be used by participants to warm-up and to cool down after they have finished the work-out.  It will also provide PRCS a great space to host classes in Zumba, yoga, aerobics, and dance.  The two spaces are divided by a wall that is built as a dynamic art piece that showcases the value and inspiration that exists from connecting the power of the arts with the joy of wellness. 

 

The National Fitness Campaign will work with the Cultural Affairs Division to find a local artist to design the wall.  The timeline for installation based on the grant deadlines would be winter 2026. 

 

 

FISCAL ANALYSIS

 

The NFC has awarded the City with a $35,000 grant to participate in the 2026 NFC Healthy Cities Campaign and install the Fitness Court® Studio at Tellefson Park. The remaining funding required to complete the installation of the Fitness Court® Studio is estimated at $332,250. The costs of the project include installation of a concrete pad for the foundation, the fitness court studio/installation, and a shade structure over the studio. Once installed, the National Fitness Campaign recommends $2,000 be allocated per year to allow for continued maintenance of the equipment.

 

The City will be required to fund the remaining capital costs of the project and any ongoing maintenance expenses. The City’s portion of the capital project cost is estimated to be $297,250.

 

The Adopted Budget for Fiscal Year 2025-2026 does not include sufficient funding to cover the City’s portion of the proposed project costs. Staff plans to apply for Los Angeles County Measure A funds to reimburse the City’s portion of the project costs.

 

Measure A funding is reimbursement-based. The Los Angeles County Regional Park and Open Space District (RPOSD) is responsible for implementing and administering the Los Angeles County Safe, Clean Neighborhood Parks and Beaches Measure of 2016 (Measure A). These dedicated funds provide local funding for park, recreation, and open space projects and their maintenance through both formula-based allocations and competitive grants. PRCS plans to utilize the annual allocations portion of Measure A to be reimbursed for the remaining cost.

 

Annual allocations are Measure A’s Community-Based Park Investment Program funds allocated to Culver City using a Per Capita and Structural Improvements Formula. The City of Culver City has accumulated $1,369,23.32 in Annual Allocations. Measure A does not require any matching funds from the City.

 

These funds are available on an annual basis for various projects such as greenspace development, urban canopy development, refurbishment, updating parks, and for projects that are focused on park safety, graffiti removal, and facility safety lighting. Staff believes the proposed outdoor fitness project is an eligible use of Measure A funds.

 

 

Staff plans to apply to use the City’s Measure A funds to fund the City’s portion of the project costs. If the City’s Measure A application is successful, staff will return to Council to appropriate the NFC grant funds and the Measure A funds, amend the budget and create a capital improvement project. If the City’s Measure A application is not successful, the City would not move forward with the proposed project and the NFC grant.
