RECOMMENDATION
Staff recommends the Cultural Affairs Commission (CAC) (1) consider a proposal from Artist Laureate Katy Krantz regarding Phase II of a temporary art project for the vacant store at 11029 Washington Blvd.; (2) provide comments as appropriate; and, (3) make a recommendation to the City Council.
BACKGROUND / DISCUSSION
On September 11, 2023, the City Council passed a motion authorizing the City to purchase property at 11029 Washington Blvd. that had been operating as a gun store. The City Council’s motion included ensuring there was community involvement and repainting of the building. At this time, staff anticipates that the building will remain standing through June 2025.
On November 21, 2023, the CAC received a proposal by Artist Laureate Katy Krantz for a temporary art project at the building consisting of two phases. Based on that presentation, CAC recommended that the City Council approve Phase I of the temporary art project consisting of a painted mural on three sides of the building. On December 11, 2023, the City Council considered the recommendation and approved the project to commence. The City Council also approved an amendment to the existing agreement with Katy Krantz in an amount not-to-exceed $14,000. This amount included estimated costs for labor, paint, equipment rental, and other supplies. These expenses were paid from the existing approved budget in Cultural Trust Fund (Fund 413) for Temporary Art Displays and Exhibits (PZ676). In addition, Culver City Arts Foundation (Culver Arts) agreed to support the project with a separate grant of $4,000, paid directly to Katy Krantz for out-of-pocket expenses and to hire an assistant painter. Separately, the City hired professional companies to repaint the building, install a fence, and apply an anti-graffiti coating.
Phase I was successfully completed in January and February 2024. Katy Krantz designed and installed a temporary painted mural on three sides of the vacant building, consisting of words, flowers, and an outstretched arm. Feedback from the community regarding the mural has been positive.
On May 28, 2024, the City Council considered the future use of the City-owned property at 11029 Washington Blvd. and provided direction to the City Manager regarding further engagement with the community. More than a dozen community members spoke, suggesting various uses for the space and emphasizing the need to gather additional input through public meetings and surveys. The future of the site is currently undetermined, and the public engagement process will commence in August 2024, led by City Manager’s Office.
Artist Laureate Katy Krantz is proposing to participate in the community engagement process and to continue with Phase II of the temporary art project as originally proposed. This next phase focuses on the five trapezoidal “frames” on the building wall at pedestrian-level next to the sidewalk on Washington Boulevard. Ms. Krantz’s proposes gathering recommendations for artwork in each of the five locations and to engage the community in installing the art within the frames. Ms. Krantz anticipates that Phase II will be completed in 2024 and will do a presentation to the Commission at the July meeting.
Staff supports the expenses for labor, paint, supplies, and installation from the Cultural Trust Fund (Fund 413) from Temporary Art Displays and Exhibits (PZ676). Estimated total expenses are expected to be between $2,000 - $4,000.
FISCAL ANALYSIS
Costs for labor, painting supplies, and out of pocket expenses for Phase II would come from Fund 413, Temporary Art Displays and Exhibits (PZ676). There is currently sufficient funds in the City Council Approved Budget for Fiscal year 2024 - 2025 (Capital Improvement Projects) to pay up to $4,000 for this project. There would be additional staff time to coordinate and oversee completion of the project.
