RECOMMENDATION:
Staff recommends the City Council approve the final plans and specifications and
authorize advertising for bids for the Culver Boulevard Resurfacing Project, P-911
Federal Aid Project Number ESPL 5240-(024).
BACKGROUND/DISCUSSION:
Per the pavement management system, Culver Boulevard from Commonwealth
Avenue to Elenda Avenue, is rated in poor condition and requires new asphalt. The
scope of work consists of replacing three inches with new rubberized asphalt.
Additionally, 4 curb ramps will be removed and replaced to comply with the latest
American Disability Act (ADA) requirements.
The proposed construction contract award will occur in September 2009. The
construction of the project is expected to commence in October 2009 and is slated to
be completed before the Thanksgiving Holiday.
FISCAL ANALYSIS:
As part of American Recovery and Reinvestment Act (ARRA) signed into Law in
February 2009, Culver City is allocated $1,196,174 of Local Highway Funds, of
which $670,000 is designated for Washington Boulevard Pavement Rehabilitation
Project, $400,000 for Culver Boulevard Rehabilitation (Elenda Avenue to
Commonwealth Avenue), and $126,174 partial funding for the Ballona Creek Bike
Path Landscape Project (Overland Avenue to Pedestrian Bridge). The City also City of Culver City, California

received additional competitive ARRA funds (transportation enhancement) for the
Ballona Creek Bike Path Landscape Project in the amount of $350,000.
When the request to award a contract is brought to the City Council in the near
future, a budget amendment will be requested at that time to appropriate the ARRA
grant funding allocated for this project.
