RECOMMENDATION
Staff recommends the City Council: (1) accept the work performed by All American Asphalt; (2) authorize the filing a Notice of Completion; and (3) authorize release of the retention payment of $37,822.20 after expiration of the 35-day lien period for the Washington Place and Sawtelle Boulevard Resurfacing Project, PZ-942, Federal Aid No. STPL 5240 (031).
BACKGROUND/DISCUSSION:
On October 13, 2014 the City Council awarded the construction contract to All American Asphalt for the Washington Place and Sawtelle Boulevard, PZ-942, Federal Aid No. STPL 5240 (031). The project included the resurfacing of Washington Place between Zanja Street and Rosabell Street, Sawtelle Boulevard between Braddock Drive and Culver Boulevard and between Washington Boulevard and Washington Place. In addition, Washington Place from Grand View Boulevard and Rosabell Street was restriped to include bike lanes.
All American Asphalt successfully completed the project. Two change orders were issued in the total amount of $23,459.53 for additional survey of existing street flow line grades on Sawtelle Boulevard and traffic striping modifications on a portion of Washington Place and dedicated bike lanes along Sawtelle Boulevard between Culver Boulevard and Braddock Drive.
Construction management and inspection was provided by Interwest Consulting, Inc., and material testing services were provided by Geo-Environmental Inc., both selected through the list of on-call consultant firms pre-approved by the City Council.

2) Authorize the Public Works Director/City Engineer to execute the Notice of Completion and submit it to the Los Angeles County Recorder’s office for recordation; and,
3) Authorize the release of $37,822.20 in retention funds to All American Asphalt following the expiration of the 35-day lien period.
