City of Culver City, California Agenda Item Report RECOMMENDATION: Staff recommends the Redevelopment Agency Board (Agency Board) approve the First Amendment to the existing professional services agreement with Modern Parking, Inc., (Modern Parking) for parking management services at the Virginia Parking Lot, located at 10401-10601 Virginia Avenue, for the fiscal year July 1, 2010 through June 30, 2011. BACKGROUND: On October 6, 2008, the Agency Board approved a twenty-month contract with Modern Parking to provide parking management services at the Virginia Lot beginning on November 1, 2008, and expiring June 30, 2010. The Agency Board is now asked to approve an amendment extending this contract for fiscal year 2010/2011 (to June 30, 2011). DISCUSSION: On September 2, 2006, the Agency Board approved revised parking policies that implemented parking management services at the Agency-owned Virginia Parking Lot. Staff anticipates consolidating the various Agency parking management contracts into a single contract that runs with each fiscal year and the corresponding Agency budget. A thirty (30) day cancellation clause will allow management services for the Virginia lot to be included in the comprehensive parking recommendations in the Walker Parking Study (currently under consideration by the Agency Board). In order to prevent a lapse of service at the Virginia Lot during the interim, staff recommends a one-year extension of the current professional services agreement with Modern Parking. The term of the agreement will be for twelve (12) months, from July 1, 2010, through June 30, 2011, or when services for the Virginia Lot are consolidated into a comprehensive parking management service contract, whichever occurs first. FISCAL ANALYSIS: The contract amount includes both direct and indirect payroll expenses, plus a five percent (5%) contingency of $2,148.88 to cover additional attendants, extended hours or other such occurrences as deemed necessary and appropriate by staff. The total contract amount is not-to-exceed $45,126.52. Sufficient funds are allocated in the Adopted Redevelopment Agency Budget for Fiscal Year 2010/2011 in program 95600 “Property Management Services – Virginia Parking Lot” to cover the proposed amendment. ATTACHMENTS: None. MOTION: That the Agency Board: 1. Approve the First Amendment to the existing Professional Services Agreement with Modern Parking, Inc., for Parking Management Services at the Virginia Parking Lot for fiscal year 2010-2011 in an amount not to exceed $45,126.52; and, 2.
