RECOMMENDATION:
Staff recommends the City Council:
1) Approve Final Plans and Specifications for the Sawtelle Boulevard/Hayter
Avenue/Blanco Way traffic signal; and
2) Authorize the publication of a Notice Inviting Bids for its construction.
BACKGROUND:
On August 13, 2012, the City Council approved the installation of a traffic signal at
the intersection of Sawtelle Boulevard/Hayter Avenue/Blanco Way, and approved
the installation of all-way flashing red STOP control as an interim measure, while the
traffic signal was designed and constructed.
DISCUSSION:
Staff selected KOA Corporation, a City Council approved, on-call traffic engineering
firm, to prepare Plans and Specifications for the subject traffic signal, at a cost of
$15,000. KOA was the same company that designed a traffic signal at the
intersection of Sawtelle Boulevard and Blanco Way in 2000. This project was not
approved for construction by the City Council in 2001. KOA was able to provide the
City an exceptionally lower cost to design the traffic signal as much of the base work
was done in 2000.

The Plans and Specifications have been completed, and staff recommends the City
Council’s approval of those documents. The approved traffic signal is proposed to
encompass the offset intersection of Sawtelle Boulevard/Hayter Avenue/Blanco
Way, and in addition to signalizing the subject intersections, it will also include
signalization to facilitate access from three residential driveways contained within the
signalized intersection, at 5325 Blanco Way, 11202 Hayter Avenue, and 5350
Sawtelle Boulevard. Residents of these homes have been contacted in writing to
afford them an opportunity to review the plans and to provide their input (if they
desired), including during nighttime construction hours to better accommodate work
schedules. None of the residents have contacted the City.
Staff also recommends that the City Council authorize the publication of a Notice
Inviting Bids to solicit construction bids for the traffic signal. After bids have been
received and evaluated, staff will return to the City Council to recommend a firm to
build the traffic signal and request the authorization to award a contract. The
proposed schedule is to complete the new signal before the end of this fiscal year.
FISCAL ANALYSIS:
The City Council Adopted Budget for Fiscal Year 2013/2014 has $350,000 allocated
for this project (PL-002). Approximately $250,000 is Playa Vista mitigation funds.
