RECOMMENDATION:
Staff recommends the City Council approve an agreement with SanCon
Engineering, Inc. (SanCon) to rehabilitate sewer manholes throughout the City.
BACKGROUND:
A sewer manhole is a maintenance access point from the surface of the ground to
the sewer main. Sewer manholes are primarily constructed of brick and mortar and
have a steel ladder. Bricks are inert and do not deteriorate. However, the hydrogen
sulfide gases generated by the sewage flow will cause the mortar to disintegrate
between the bricks. Without the bonding of the mortar to the bricks, structural failure
of the manhole could result causing bricks to fall into the sewer main leading to
blockage of sewage flow and, in the worst case scenario, collapse of the street
above the manhole.
DISCUSSION:
Public Works Staff identified 27 sewer manholes in need of rehabilitation. The work
will include the rehabilitation of existing concrete and brick sanitary sewer manholes
to rebuild strength and eliminate possible infiltration, exfiltration, root intrusion, and
future deterioration of the concrete due to the sewer environment.
Maintenance and repair work is not subject to formal bidding requirements per the
City’s Charter. On December 9, 2008, a Request for Proposal (RFP) was released

to qualified contractors and was advertised on the City’s website. On January 13,
2009, the following proposals were received:
SanCon Engineering, Inc.…………$158,100.00
Zebron Contracting, Inc……………$212,301.00
SanCon’s proposal was based on the following per vertical foot pricing:
Rehabilitation of manholes 4’ or less in diameter...……….$525 per vertical foot
Rehabilitation of manholes 5’ or greater in diameter…… $575 per vertical foot
Replacement of manhole frame and cover (9 locations)….$1,000 each location
Based on the dimensions of the sewer manholes that will be rehabilitated and the
replacement of 9 frames and covers, the total cost will be $158,100.
SanCon’s proposal of $158,100 also includes traffic control, field measurements,
surface preparation, removal and elimination of deteriorating existing steps, mortar
repair and chemical grout injection to prevent infiltration.
Staff is requesting authorization to enter into an agreement with SanCon at a not-to-
exceed cost of $158,100 plus a 15% contingency.
FISCAL ANALYSIS:
Sufficient funding has been allocated in the Fiscal 2008-09 Sewer Capital
Improvement Fund Project Account 20400230 (Sewer Localized and Emergency
Repairs).

MOTION:
That the City Council:
1. Approve an agreement with SanCon Engineering, Inc. to rehabilitate 27 sewer
manholes at a cost not to exceed $158,100; and,
2. Authorize the Public Works Director/City Engineer to negotiate change orders, if
necessary, not to exceed $23,715 (15% contingency); and City of Culver City, California

3. Authorize the City Attorney to review/prepare the necessary documents; and,
4. Authorize the City Manager to execute such documents on behalf of the City.
