City of Culver City, California City Council Agenda Item Report RECOMMENDATION: Staff recommends the City Council approve the final plans and specifications and authorize advertising for construction bids for the Sherbourne Drive (between Washington Boulevard and its southerly terminus) and Washington Place (between McLaughlin Avenue and Sepulveda Boulevard) Streetlight Improvement Projects, P-868 (CDBG #600903-06) and P-684, respectively. BACKGROUND: This year’s Capital Improvement Budget includes Sherbourne Drive Streetlight Improvement Project, P-868 (CDBG #600903-06) between Washington Boulevard to its southerly terminus, and Washington Place Streetlight Improvement Project between McLaughlin Avenue and Sepulveda Boulevard, P-684. The existing streetlight systems on Sherbourne Drive and Washington Place were identified as substandard and require replacement and upgrade. The system has become obsolete and requires replacement for several reasons: • It is on a series circuit and is over 30 years old; • It has lead wiring which tends to corrode and short out in wet weather; and • It runs on high voltage which is less safe than current street lighting systems. Fulwood (11/21/2007) City of Culver City, California City Council Agenda Item Report • If one section of the circuit is damaged, the other lights on the circuit fail; • The old lead wiring is prone to causing outages; • Special safety measures are required when maintaining the existing high voltage circuitry (the new system will run on low voltage). DISCUSSION: Sherbourne Drive Streetlight Project The Sherbourne Drive streetlight project was approved by the City Council in January 2006 with Community Development Block Grant (CDBG) funds, as recommended by the City’s CDBG Committee. The scope of work along Sherbourne Drive consists of the removal and replacement of the existing streetlights with seven (7) 11-foot-high traditional marberlite standard poles with acorn lamps and the replacement of the existing luminaire on the 25-foot- high cobra head streetlight at the street southerly terminus. Washington Place Streetlight Project The scope of work along Washington Place consists of the removal and replacement of the existing luminaries on fourteen (14) streetlights, installation of nineteen (19) new 25-foot-high cobra head streetlights, and associated circuitry along the north side of the street between Albright Avenue and Sepulveda Boulevard and along the south side of the street between McLaughlin Avenue and Sepulveda Boulevard. Under Engineering Division staff supervision, Paller-Roberts Engineering, Inc. designed and prepared the construction plans and specifications for Sherbourne Drive and Washington Place Streetlight Improvement Projects, at a cost of $18,000 and $28,000, respectively. The construction management and construction inspection will be performed by Engineering Division staff. It is estimated that the award of the construction contract will occur in February 2008 with construction slated to begin in March 2008 and expected to be completed in July 2008. City of Culver City, California City Council Agenda Item Report FISCAL ANALYSIS: Funding for these two projects is included in the fiscal year 2007-08 adopted Capital Improvement Budget.
