RECOMMENDATION
Staff recommends that the Cultural Affairs Commission (“CAC”) approve the proposed revisions to the public art concept titled, Cirrostratus, for the C3 development project at 5800 Bristol Pkwy.
BACKGROUND/DISCUSSION
On February 16, 2016, the CAC approved Refik Anadol’s public art concept titled, Cirrostratus, for the C3 development project at 5800 Bristol Pkwy. which is being developed by IDS Real Estate Group. The C3 campus includes a 7-story creative office building with an adjacent multi-story parking structure (<http://www.culvercitycreative.com/>). Cirrostratus is a three-dimensional artwork designed for installation on the southwest and southeast facing exterior facades of the new parking structure and is inspired by high-level clouds of the same name and the multi-colored prismatic effects of light reflection and refraction that they display.
The original concept, as presented to the CAC earlier this year, included installing approximately 300-400 vertical blades made of a polycarbonate and/or acrylic with a dichroic film incorporated into each blade resulting in an ever-changing canvas of colored light refraction and shadow across the parking structure as the sunlight moves across the site.
In February the design was considered conceptual and while high quality materials had been identified as options for fabrication of the artwork, exact material specifications for the final product had yet to be determined. It was understood that Arktura, a firm comprising an experienced team of architectural, design, and engineering professionals and responsible for fabrication of the artwork, would continue to work with the artist, material manufacturers, and the developer to create an artwork that conforms with the concept as presented and approved by the CAC.
Staff met with the artist, art consultant (Isenberg & Associates) and representatives of Arktura in October to review a prototype for the vertical blades or fins. The revised concept includes 140 individual fins, arranged to relate directly to historic punch card layouts and installed on the concrete sheer wall of the southwest and southeast facing facades of the parking structure (approximately 6500 sq. ft. surface space total). (The earlier concept proposed installation across the same two facades of the parking structure, including the concrete sheer walls.) The intent is to attach each blade to the concrete sheer wall in such a manner so as to minimize direct contact by the public. This may result in avoiding installation at the ground level or within close proximity to openings on the upper floors of the structure.
Each of the fins will be identical in size with overall dimensions of 5’ high x 1’ wide and will consist of three primary components: a laminated glass sheet, aluminum mounting bracket, and fasteners. The glass sheet comprises 3M dichroic film sandwiched between two layers of 6mm tempered glass using two layers of sentry glass plus adhesive. The manufacturer’s warranty for this component is 20 years. The aluminum brackets will be powder coated to match the concrete garage façade.
The result is a relatively maintenance free artwork that may require occasional light washing with tap water during times when there is limited natural precipitation. The project budget remains at $470,000 and installation at the site is scheduled for late April/early May 2017. The artwork will be visible 24 hours/day, seven days per week to both pedestrian and vehicular traffic.
On November 8, 2016, the CAC Public Art subcommittee (Vice Chair Cherry and Commissioner Pali) met with the art consultant, artist, fabricator and staff to review the revisions to the Cirrostratus art concept. The CAC Public Art subcommittee supported the revisions as presented, expressing that the result made for a stronger concept than was originally presented in February.
FISCAL ANALYSIS
The cost for design, fabrication and installation for this project is borne entirely by IDS Real Estate Group. The responsibility and cost for future maintenance and restoration of the artwork is the responsibility of the property owner pursuant to Section 15.06.150 of the CCMC.
