RECOMMENDATION:
Staff recommends the City Council (1) Adopt an Ordinance amending Chapter 7.03,
Stopping, Standing and Parking, of the Culver City Municipal Code, by repealing and
replacing Sections 7.03.500 through 7.03.520 and amending Sections 7.03.535 and
7.03.550 relating to parking meters; and (2) adopt a resolutiondesignating parking meter
locations and directing the Public Works Director/City Engineer to install and maintain
parking meters in such locations.
BACKGROUND:
At the City Council meeting on January 24, 2011, the City Council introduced the
Ordinance. Pursuant to Culver City Municipal Code § 7.03.500 of the proposed
Ordinance, the specific locations for the installation of parking meters within the
City’s parking meter zones shall be established by resolution of the City Council.
Accordingly, the City Council also directed staff to return with a resolution
designating parking meter locations and directing the Public Works Director/City
Engineer to install and maintain meters in those designated locations. Tonight, the
Ordinance and related Resolution are brought back for adoption.
DISCUSSION:
At the January 24, 2011 City Council meeting, in addition to introducing the
Ordinance and directing staff to return with an associated Resolution, the City

Council also expressed support for moving forward with the installation of additional
parking meters at one set of locations without further deliberation (“immediate
locations”) and with another set after receiving input from community meetings
(“longer-term locations”).
At that meeting, staff anticipated that the immediate locations would be included in a
proposed resolution presented to the City Council with the adoption of the
Ordinance. However, staff is still in the process of collecting the information that the
City Council requested regarding the proposed meter types and time limits. Thus,
staff is recommending that the City Council adopt a resolution listing only the current
meter locations now. It is anticipated a resolution including the additional
“immediate locations” will be presented to the City Council at a subsequent meeting.
At that meeting, which staff anticipates will occur within the next couple months, staff
expects to have a refined count of spaces and a proposal for time limits, types of
meters and a plan for paying for the new meters.
Types of Meters
As indicated previously, there are several options for types of meters, including:
traditional single or double space meters, multi-space meters, and single or double
space meters with credit card accepting technology.
In May 2009, the City Council approved a contract for a pilot of multi-space meters
on Main Street. At that time, multi-space meters appeared to be the most promising
technology. And, as staff has reported previously, this technology has shown to
have benefits over traditional meters and is likely be most appropriate at some
locations. Indeed, several locations have already emerged that staff believes will
benefit from multi-space meters: 1) adjacent to the Helms Bakery Complex (meters
and installation to be paid for by the developer); 2) on Sepulveda Boulevard between
Culver Boulevard and Franklin Avenue (part of a streetscape improvement project);
and 3) the Redevelopment Agency-owned parking lot near the A Frame restaurant.
Staff anticipates installing multi-space meters at these locations.
Increasingly, however, many cities are installing not only multi-space meters, but
also single or double space meters that accept credit cards. Staff believes that there
are locations where this single or double space meter technology might be most
beneficial. And, while this technology has proven itself in other cities, staff believes
that there is value in having first-hand experience. Thus, staff proposes to
participate in one or more trial installations with vendors of this technology before
making a final decision on which technology is most appropriate at the new
proposed locations. It is anticipated that these trials will be launched within
approximately the next month, and thus some additional information may be
available related to the effectiveness of this technology prior to returning to the City City of Culver City, California

Council with a proposed resolution and recommendations for the type of meters to
install at new meter locations.
FISCAL ANALYSIS:
Staff does not anticipate that the adoption of the Ordinance will have a fiscal impact.
Additionally, since the proposed resolution only includes the existing meter locations,
its adoption is not anticipated to have a fiscal impact. A trial of single or double
space meters that accept credit cards is anticipated to cost approximately $1,000 for
monthly data and management fee plus credit card processing fees, as the meters
themselves will be provided free to the City during the trial period. These costs will
be paid for using funding available in the Neighborhood Traffic Management
Program CIP (42000599).

AN ORDINANCE OF THE CITY OF CULVER CITY,
CALIFORNIA, AMENDING CHAPTER 7.03, STOPPING,
STANDING AND PARKING, OF THE CULVER CITY
MUNICIPAL CODE, BY REPEALING AND REPLACING
SECTIONS 7.03.500 THROUGH 7.03.520 AND AMENDING
SECTIONS 7.03.535 AND 7.03.550 RELATING TO PARKING
METERS.
WHEREAS, California Vehicle Code §22508 gives cities the authority to
establish, by ordinance, parking meter zones; and
WHEREAS, the City Council desires to replace the current parking meter
zones established in Culver City Municipal Code (GCMG) §7.03.500 with a City-wide
parking meter zone; and
WHEREAS, the City Council desires to establish the specific parking meter
locations within the established parking meter zone by resolution; and
WHEREAS, the City Council desires to amend certain other provisions of the
CCMC pertaining to parking meters in order to 1) establish a streamlined process for
designating parking meter placements; 2) provide updated regulations to accommodate
new technology, such as multi-space meters and parking sensors; 3) authorize parking
meter revenue to be spent on personnel, software, hardware, tools and equipment to be
used to collect current data and make other improvements to further traffic safety,
efficiency and enforcement; and 4) make other organizational and clarifying changes.
NOW THEREFORE, the City Council of the City of Culver City, California,
DOES HEREBY ORDAIN as follows:
SECTION 1. Sections 7.03.500 through 7.03.520 of the Culver City
Municipal Code are hereby repealed and replaced as follows:

§ 7.03.500 PURPOSE.
The purpose of this Subchapter is to establish parking meter zones,
parking meter fees and regulations applicable to parking meters.
§ 7.03.505 PARKING METER ZONES.
All public streets within the City are hereby established as parking
meter zones within which the City may install parking meters for the purpose
of controlling and regulating the parking of vehicles, The specific locations for
the installation of parking meters within the City's parking meter zones shall
be established by resolution of the City Council.
§ 7.03.510 MANNER OF INSTALLATION.
A. The Public Works Director/City Engineer shall cause parking
meters to be installed and maintained in all parking meter locations
established pursuant to § 7.03_505.
B. Except for multi-space meters, parking meters shall be installed
in the sidewalk or parkway area immediately adjacent to each parking space
and shall be placed in such manner as to conspicuously show or display by a
sign or signal that the parking space adjacent thereto is or is not legally in
use.
C. Multi-space parking meters shall be installed at various nearby
locations to provide metering for more than one parking space at a time.
Parking spaces that are controlled by multi-space parking meters shall be
clearly designated by a posted sign, pavement marking, or other clearly
visible means. A "multi-space parking meter" is a pay station for multiple
parking spaces placed at various locations along streets for the payment and
control of parking thereon. The term "parking meter," as hereinafter used in
this Subchapter, shall include "multi-space parking meter."

§ 7.03.515 OPERATIONAL PROCEDURE TO BE FOLLOWED.
Except as otherwise provided in this Subchapter, immediately after
occupancy . of a metered parking space, the vehicle operator shall pay the
required fee for use of the metered parking space in accordance with the
directions prescribed by the parking meter adjacent to or assigned to the
metered parking space, unless the parking meter indicates an unexpired
portion remains of the period of time for which payment previously had been
deposited.
§ 7.03.520 PARKING METER FEES AND TIME OF OPERATION.
The City Council shall establish by resolution the parking meter fees
for the various parking meter locations established within the City's parking
meter zones. Said resolution shall specify the parking meter location, the
amount of the parking meter fee for that location, the time period covered by
the fee and the time of operation for the meters therein_
SECTION 2. Section 7.03.535 of the Culver City Municipal Code is hereby
amended to read as follows:
§ 7.03.535 METERS AND STANDARDS NOT TO BE USED FOR
CERTAIN PURPOSES.
No person shall attach anything to or allow a bicycle, newsrack or any
other article or thing to lean against a parking meter or a parking meter
standard unless said meter or meter standard has been altered by the City or
approved designee to include a bicycle rack and has been designated as
such by the Public Works Director/City Engineer.

SECTION 3. Section 7_03.550 of the Culver City Municipal Code is hereby
amended to read as follows:
§ 7.03.550 USE OF MONEY DEPOSITED IN PARKING METER.
All moneys deposited in parking meters in the City shall be collected
by duly authorized agents of the City Treasurer and shall be placed in a
Parking Meter Fund, which fund shall be devoted exclusively to the following
purposes:
A. Purchasing, leasing, otherwise acquiring, improving and
maintaining of on-street parking meters and off-street parking facilities in the
City.
B. Security for the payment of and interest on, off-street parking
revenue bonds issued by the City, or any parking district organized within the
City.
C. Personnel, software, hardware, tools and equipment to be used
to collect current data and make other improvements to further traffic safety,
efficiency, and enforcement. •
D. - Such other purposes related to on-street or off-street parking as
shall be determined from time to time by the City Council.
SECTION 4. Pursuant to Section 619 of the City Charter, this Ordinance
shall take effect thirty (30) days after the date of its adoption_ Pursuant to Sections 616
and 621 of the City Charter, prior to the expiration of fifteen (15) days after the adoption,
the City Clerk shall cause this Ordinance, or a summary thereof, to be published in the
Culver City News and shall post this Ordinance or a summary thereof in at least three
places within the City.
SECTION 5. The City Council hereby declares that, if any provision, section,
subsection, paragraph, sentence, phrase or word of this ordinance is rendered or declared
invalid or unconstitutional by any final action in a court of competent jurisdiction or by

reason of any preemptive legislation, then the City Council would have independently
adopted the remaining provisions, sections, subsections, paragraphs, sentences, phrases
or words of this ordinance and as such they shall remain in full force and effect.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CULVER CITY, CALIFORNIA, ESTABLISHING
SPECIFIC LOCATIONS FOR THE INSTALLATION OF
PARKING METERS WITHIN THE CITY'S PARKING
METER ZONES.
WHEREAS, pursuant to Culver City Municipal Code ("CCMC'') § 7.03.500, the
specific locations for the installation of parking meters within the City's parking meter zones
shall be established by resolution of the City Council.
WHEREAS, the City Council desires to locate parking meters in order to serve
the objectives of the City, including: to promote parking turnover; serve as a means of
equitable distribution of parking spaces where demand exceeds supply; manage the
appropriate time and day restrictions of parking spaces for the benefit of majority of the
block; decrease cruising/circling for parking and improve vehicle circulation; and generate
revenue for the City.
NOW, THEREFORE, the City Council of the City of Culver City DOES
HEREBY RESOLVE as follows:
SECTION 1. Locations.
The City Council hereby establishes the following
specific locations for the installation of parking meters within the City's parking meter zones
and directs the Public Works Director/City Engineer to locate parking meters therein:

Section 1, parking meters shall not be installed at the following locations:
Locations that do not require parking turnover including: 1)
religious site adjacencies, 2) school adjacencies, 3) state and federal government building
adjacencies, and 4) business adjacencies where the parking demand sterns primarily from
employees rather than patrons/residents and where the business has sufficient off-street
