RECOMMENDATION:
Staff recommends the City Council reject the bids for the Veterans Memorial Park
Facilities’ Americans with Disabilities Act Door (ADA) Improvement Project,
Community Development Block Grant (CDBG) Project #601317-10 and authorize
staff to re-solicit bids for the project.
BACKGROUND:
The City of Culver City has been allocated funding through the CDBG program for
ADA accessibility improvements to various entry and exit doors at the Municipal
Plunge and the Veterans Memorial Building. The following sets of doors will be
replaced and/or modified as part of the project:
Municipal Plunge Building:
• The existing entry and exit doors at the main lobby of the Municipal Plunge
will be replaced with automatic sliding doors.
• The existing entry and exit doors that lead from the main lobby to the pool
deck will also be replaced with an automatic sliding door.
• The interior door leading from the main lobby to the women’s shower room
will be retrofitted with a surface mounted low energy door opener.
• The doors leading from both the men’s and women’s shower rooms to the
pool deck will be retrofitted with surface mounted low energy door openers.

Veterans Memorial Building:
• The two existing swing doors that lead from the rear of the Registration Office
at Veterans Memorial Building to the courtyard will be replaced with a new
double-swing low energy door.
DISCUSSION:
On March 14, 2011, the City Council authorized the Public Works Department to
solicit bids by releasing a Notice Inviting Bids. The City Clerk publicly opened the
bids on April 14, 2011. Three (3) contractors responded with the following bid
amounts:

1. American Automatic Doors of Ventura, CA $ 45,351.17
2. Pasco Doors of San Dimas, CA $ 49,792.00
3. Fast-Track of Culver City, CA $ 76,510.00
The Notice Inviting Bids required that the contractor possess a valid Class B General
Contractor license. However, the two lowest bidders (American Automatic Doors
and Pasco Doors) did not possess that license, but instead held Class C-61
specialty licenses related to doors. As a result, they were deemed not responsive.
The remaining bidder submitted a bid of an amount that far exceeds the project
budget.
Upon re-evaluation of the project, staff has determined that a Class B license is not
necessary for the performance of this work. Accordingly, and pursuant to Culver
City Municipal Code § 3.07.075.E.1, staff recommends rejecting the bids and re-
soliciting bids for the project without the requirement for a Class B license.
FISCAL ANALYSIS:
The rejection of bids and re-release of the Notice Inviting Bids does not create a
substantive fiscal impact on the City. After reviewing of the new bids, staff will
return to the City Council with the fiscal impact of awarding a contract.
