RECOMMENDATION:
Staff recommends that the City Council adopt a resolution authorizing the submittal of
application(s) for all CalRecycle Grants for which the City of Culver City is eligible,
including, but not limited to, the Household Hazardous Waste (HHW) Discretionary
Grant.
BACKGROUND:
HHW is any material discarded from homes that may threaten human health or the
environment when disposed of improperly. Examples of HHW include pesticides and
cleaning products, and paint.
The Department of Resources Recycling and Recovery (CalRecycle) offers competitive
HHW Grant Program, pursuant to Section 47200(a) of the Public Resources Code, to
assist local governments in implementing safe HHW programs, which may include
public education, source reduction, reuse, recycling, and collection events.
DISCUSSION:
This grant has been designed for smaller projects that complement existing and/or
regional HHW programs in California. Grant applications must include one or more of
the following types of projects:

• HHW public education and outreach
• Set-up and operation of temporary or mobile collection program for one-day or
multi-day collection events
• Minor improvements to an HHW facility that enhance or improve the existing
program. (Examples could include: storage bins, signage, painting, paving,
shelving, etc.)
• Purchase of personal protection equipment and/or 8-hour refresher Hazardous
Waste Operations and Emergency Response Standards (HAZWOPER) training
Currently the City works with California Recycles and the Exceptional Children’s
Foundation to provide e-waste collection for Culver City residents and businesses on a
quarterly basis. The City also works with Los Angeles County (County) to promote the
County’s HHW collections events.
Staff would like to build off the County’s HHW program by offering more HHW
collections events within the city. Grant funds would also be used to produce an
educational campaign to promote proper handling of HHW and would include elements
such as school educational pieces, a video marketing piece that gives information on
how to dispose of HHW, and a web page.
FISCAL ANALYSIS:
A total of $1,500,000 is available for the HD20 cycle Fiscal Year 2012/2013.
o $50,000 is the maximum available for individual applicants.
o $75,000 is the maximum available for the following applicants:
? Rural area counties (must have a population of 200,000 or less)
? Regional or multi-jurisdictional applicants
Culver City as a sole applicant can apply for a maximum of $50,000 to implement an
enhanced HHW program. There are no matching funds required; however funds must
be set aside as grant funds are dispersed on a reimbursement basis. If the City is
awarded the grant, funds would become available sometime before June 2013 and
sunset on April 15, 2015. This is also the date the final report and final reimbursement
request are due to CalRecycle.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CULVER CITY, CALIFORNIA, AUTHORIZING SUBMITTAL OF
APPLICATION(S) FOR ALL CALRECYCLE GRANTS FOR
WHICH THE CITY OF CULVER CITY IS ELIGIBLE.
WHEREAS, Public Resources Code sections 40000 et seq. authorize the
Department of Resources Recycling and Recovery (CalRecycle), formerly known as the
California Integrated Waste Management Board, to administer various Grant Programs
(Grants) in furtherance of the state of California's (State) efforts to reduce, recycle and
reuse solid waste generated in the State thereby preserving landfill capacity and
protecting public health and safety and the environment; and
WHEREAS, in furtherance of this authority Cal Recycle is required to
establish procedures governing the application, awarding, and management of the
grants; and
WHEREAS, Cal Recycle grant application procedures require, among
other things, an applicant's governing body to declare by resolution certain
authorizations related to the administration of CalRecycle Grants.
NOW, THEREFORE, the City Council of the City of Culver City DOES
HEREBY RESOLVE:
1. The Culver City Council authorizes the submittal of application(s) to
CalRecycle for all Grants for which Culver City is eligible.
2. The City Council authorizes the City Manager, or his/her designee,
to execute all grant documents, including but not limited to, applications, agreements,
amendments and requests for payment, necessary to secure grant funds and
implement the approved grant project.
