RECOMMENDATION:
Staff recommends that the City Council appoint one City Councilmember as liaison
to the ICIS program to participate in meetings regarding matters related to ICIS at
the Federal, State, and local levels.
BACKGROUND:
The Culver City Fire Department has sought City Council approval for a number of
issues related to the ICIS program. To-date, approval has been received for the
following:
• On August 4, 2005, the City Council authorized a Joint Powers Agreement
(JPA) with several other Cities in Los Angeles County in order to establish the
Interagency Communications Interoperability System (ICIS).
• On October 24, 2005, the City Council appropriated several significant grant
funds to allow the Fire Department to upgrade our existing radio system and
to install infrastructure to support ICIS.
• On October 24, 2005, the City Council approved the contract award for the
ICIS upgrade of the City’s radio system to Motorola, Inc.
Tonight, in addition to this staff report, the issue of participating in the ICIS joint
resolution of City Councils of each ICIS participating agency is also scheduled for
review/approval. This resolution would be most effective when seeking Federal,
State, and local funds.

DISCUSSION:
The Culver City Fire Department is actively involved in the ICIS Governance Board
and legislation subcommittee. There will be various opportunities for the City to
send a City Council liaison to participate in meetings and conferences related to ICIS
at the Federal, State and local level. In addition, the liaison would be available to
meet with Federal, State and local legislators and lobbyists on behalf of the ICIS
program.
The City of Culver City has complete confidence in the ICIS program. The City has
fully participated in both the concept and organizational governance board and
committees and is currently in the process of installing infrastructure to support ICIS
with recently purchased radio equipment. Designating a City Council appointee to
act as liaison in the ICIS program would complete the City of Culver City’s full
support and participation in the ICIS program.
FISCAL ANALYSIS:
Costs and expenses will depend on the nature (quantity and location) of meetings,
which are scheduled by ICIS representatives as deemed necessary. There will be
little cost, if any, associated with local travel, however, travel to Sacramento and
Washington D.C., will require funding.
It is uncertain whether the travel cost will occur; however, if the City Council liaison is
available to attend the meeting, the funding will be from either City Council or Fire
Department budget.
