RECOMMENDATION
Staff recommends that the Civil Service Commission approve the revised classification specifications within the Finance Department for Accounting Operations Manager, Budget and Financial Operations Manager, and Procurement and Financial Services Manager.
BACKGROUND/DISCUSSION
The Finance Department (Department) plays a key role in each financial transaction of the City, ranging from cash handling to debt management; from financial forecasting to budgetary controls. Some specific duties and responsibilities of the Department include: financial administration, budgeting and financial analysis, accounting and auditing of City resources, establishment of sound internal controls, cash and debt management, investments, purchasing, billing, issuing business licenses, accounts payable and payroll.
The Department consists of four operational divisions: Budget and Financial Operations, General Accounting, Purchasing, and Treasury. Each of these divisions are overseen by managers that report directly to the Chief Financial Officer. Recently, with the departure and elimination of the Assistant Chief Financial Officer (CFO) and Revenue Manager positions, the duties and responsibilities of these managers have shifted.
In accordance with Civil Service Rule 3.3 (b), it is important that the City appropriately classify employees when duties and responsibilities of a position are significantly modified which may affect compensation decisions. The following proposed changes are being recommended to accommodate these organizational changes and ensure that the classification specifications align with actual job duties and responsibilities. It is important to highlight that in addition to the increased responsibilities, each manager will also experience an increase in the number of staff that are supervised within each division.
Accounting Operations Manager - Proposed title: Accounting & Investment Manager
This classification (Attachment 1 & 2) is currently responsible for managing and performing complex accounting, auditing and reporting functions for the City and its component financial units (i.e. Successor Agency, Housing Authority, etc). In addition to these responsibilities, it is proposed that this classification also take over treasury-related duties such as fund investments, ensuring that the investment policy is kept up to date, providing detailed and comprehensive Treasury reports, and meeting with the City’s investment advisors on a regular basis.
Budget & Financial Operations Manager - Proposed title: Finance Manager
The Budget and Financial Operations Manager has primary responsibility over the preparation, analysis and maintenance of the City budgets and manages accounting operations (payroll and accounts payable). This classification (Attachment 3 & 4) will now also oversee the Revenue Division which is responsible for the administration of local taxes, billing, and collections and other cash management functions such as daily deposits and wire transfers.
Procurement & Financial Services Manager - Proposed title: Financial Systems & Purchasing Manager
This classification (Attachment 5 & 6) is responsible for managing the citywide procurement program for the purchase of equipment, goods, supplies and services. It administers the City’s Purchasing Policy and maintains city inventories. This position will now also manage and support citywide finance-related technology systems.
Bargaining Unit Representation
These classifications are represented by the Culver City Management Group (CCMG). A copy of the proposed classification specifications has been provided to CCMG with an opportunity to meet and confer over the changes.
FISCAL ANALYSIS
Below are the recommended annual base salary ranges for these classifications. It represents an approximate 10-20% increase to compensate for the additional assigned duties and responsibilities. It should be noted that the proposed salary increases are offset by the elimination of the Assistant CFO and Revenue Manager positions and, therefore, will not have a financial impact on the General Fund Budget.
