Approve the final plans and specifications for the Washington Place and Sawtelle Boulevard Street Resurfacing Project, P-942, Federal Project No. STPL 5240 (031); and, 2. Authorize publication of a notice inviting bids for the Washington Place and Sawtelle Boulevard Street Resurfacing Project, P-942, Federal Project No. STPL 5240 (031); and, BACKGROUND/DISCUSSION: This year’s Capital Improvement Budget includes the Washington Place and Sawtelle Boulevard Street Resurfacing Project, P-942, Federal Project No. STPL 5240 (031). These arterial streets were selected per the Pavement Management System recommendations and staff’s visual observation. The area of work for Washington Place is between Frances Avenue and Rosabell Street; Sawtelle Boulevard between Braddock Drive and Culver Boulevard, and between Washington Boulevard and Washington Place. The scope of work consists of a 2-inch removal of existing asphalt concrete pavement and overlay with new 2-inch rubberized asphalt. Reconstruction of pavement sections will be determined during construction. This project also City of Culver City, California Agenda Item Report proposes to reconstruct existing non-conforming curb ramps to meet current Federal accessibility requirements, replace existing traffic loops with vehicle detection sensors, and re-stripe a portion of Washington Place in order to accommodate new bicycle lanes between Grand View Boulevard and Zanja Street. Staff recommends the City Council approve the final plans and specifications and authorize advertisement of construction bids for the Washington Place and Sawtelle Boulevard Street Resurfacing Project, P-942, Federal Project No. STPL 5240 (031). It is estimated that the award of the construction contract will occur in August 2013 with construction slated to begin in September 2013 and expected to be completed by November 2013. FISCAL IMPACT: This is a federally funded project through the Surface Transportation Program Local Grant which requires authorization through Caltrans’s Local Assistance Office prior to advertisement for bid and construction. Staff will immediately advertise the project for construction bids once the Authorization to Proceed from Caltrans is received in the next several weeks. A budget amendment will be requested at the time the contract is brought to Council for approval.
