RECOMMENDATION:
Staff recommends the City Council (1) approve the final plans and specifications and
(2) authorize the publication of a notice inviting bids for the Culver City Park
Playground Project, P-916.
BACKGROUND:
On April 21, 2008, the City Council adopted a Resolution approving a grant
application for $250,000 in Los Angeles County Proposition A Excess Fundsto
demolish the existing playground and construct a new playground at CulverCity Park
and approved a budget amendment to add both the grant revenue and appropriation
in the amount of $250,000 in Proposition A Funds upon receipt of the fully executed
grant agreement. In July 2008, the City received the fully executed agreement for
Culver City Park Playground Grant Number 58C6-08-2181. At that time, the Parks
Division had several other capital improvement projects with earlier or less flexible
grant deadlines, and the Culver City Park Playground Project was postponed
pending the completion of these projects. The Culver City Park Playground Grant
will expire on June 30, 2013; therefore, construction of the Project should be
completed by no later than March 2013.
On May 3, 2010, the City Council adopted the Youth Employment Plan for the
Culver City Park Playground Project, thereby fulfilling the necessary Los Angeles City of Culver City, California

County Proposition A grant requirement related to the employment of youth. The
Youth Employment Plan states that the City of Culver City will enter into a Sponsor
Agreement with the California Conservation Corps (CCC) employing the CCC to
install wood fiber surfacing in the playground area for a not-to-exceed amount of
$7,500.
DISCUSSION:
Culver City Park Playground will undergo a complete renovation of the playground
area for children ages 2-5 and the playground area for children ages 5-12. A new
central sand play area will also be added. The new equipment will be installed to
promote a variety of physically and mentally challenging play activities. The new
playground will be 100% accessible, including the addition of ADA ramps that will
provide accessible routes for children of all ages and abilities. The existing sand fall
surface will be replaced with Engineered Wood Fibar, which is also an American
Society for Testing and Materials (ASTM) certified accessible surface and safe loose
fill fall surface.
FISCAL ANALYSIS:
TheCulver City Park Playground Project, P-916, is fully funded by a Los Angeles
County Proposition A Excess Funds grant and requires no General Fund monies.
There are currently sufficient funds for the Project in Account Number
42300916.730100 (Capital Grants / Culver City Park Playground Project /
Improvements Other Than Buildings).
MOTIONS:
That the City Council:
(1) Approve the final plans and specifications; and,
(2)Authorize the publication of a notice inviting bids for the Culver City Park
Playground Project, P-916.
