RECOMMENDATION
Staff recommends the City Council adopt a resolution to include Green Valley Circle between Sepulveda Boulevard and Centinela Avenue on the list of projects to be funded by the 2017 Road Repair and Rehabilitation Act’s Road Maintenance and Rehabilitation Account (RMRA) for Fiscal Year 2024-2025.
BACKGROUND
On April 28, 2017, Governor Edmund G. Brown Jr. signed Senate Bill 1 (SB 1), also known as the Road Repair and Accountability Act, into law. SB 1 was adopted in response to California’s significant funding shortfall for maintaining roads, freeways, and bridges throughout the State.
The California Transportation Commission (CTC) oversees several SB 1-funded programs, including the State’s Road Maintenance and Rehabilitation Account (RMRA). A portion of funds from SB 1 is deposited annually into the RMRA for the maintenance of local streets and roads. To receive funding from the RMRA, the City must submit a list of projects to be funded with these funds to the CTC. The list of projects must be adopted by resolution of the City Council at a regular public meeting each fiscal year.
Projects and uses eligible for RMRA funding include:
• Road maintenance and rehabilitation;
• Safety projects;
• Complete streets components, including pedestrian and bicycle safety projects; and
• Traffic control devices.
DISCUSSION
At its August 24, 2023, meeting, the City Council directed staff to expedite implementing neighborhood traffic calming and multimodal safety improvements in the Fox Hills neighborhood. Improvements include new speed humps, curb extensions, bike lanes, and pedestrian lighting. Due to cost, improvements are implemented in two phases: near- and long-term.
Staff continue to seek ways to bring near-term improvements to the community and confirmed that Green Valley Circle is eligible for RMRA funding due to its poor pavement condition, allowing the installation of the following near-term improvements:
• Resurfacing Green Valley Circle.
• A lane reconfiguration on Green Valley Circle that will reduce the number of through vehicular travel lanes from two to one in each direction. Note that the center two-way left-turn lane is proposed to remain.
• Installation of conventional (Class II) bike lanes on Green Valley Circle with high-visibility green markings.
Staff will finalize the design in 2024, with construction following in 2025. The estimated useful life of the street resurfacing portion of the project is 20 years. If the City successfully receives grant funding for the Better Overland & Safer Fox Hills Project, the Class II bicycle facilities described in this report will be upgraded to concrete-protected Class IV lanes as part of that project.
FISCAL ANALYSIS
According to the May 2024 California Department of Finance report on Local Street and Roads Projected Revenues, Culver City is projected to receive $2,140,919 of gas tax funds for Fiscal Year 2024-2025. Of this amount, the RMRA portion is projected to be $1,035,236.
The City must sustain maintenance of effort (MOE) by spending at least the annual average of its general fund expenditures during the 2009-10, 2010-11, and 2011-12 fiscal years for street, road, and highway purposes from the City’s general fund. The annual average for Culver City is $3,868,626, which exceeds the minimum required MOE to receive RMRA funds. Current eligible expenditures are well above this amount, and staff does not foresee any issue meeting the MOE requirement.
