RECOMMENDATION:
Staff recommends the City Council:
1. Approve the final plans and specifications for the Pedestrian Improvement for
Intersections with Bus Stops Project, P-950, Federal Project No. RPSTPLE 5240
(029); and
2. Authorize the publication of a notice inviting bids for the Pedestrian Improvement
for Intersections with Bus Stops Project, P-950, Federal Project No. RPSTPLE
5240 (029).
BACKGROUND
On December 13, 2010, the City Council approved a State Transportation
Improvement Program Letter of Agreement with Los Angeles County Metropolitan
Transportation Authority (LACMTA) as part of the 2007 LACMTA Call for Projects to
receive grants funds for the Pedestrian Improvement for Intersections with Bus
Stops Project, P-950, Federal Project No. RPSTPLE 5240 (029).
In October 2012, Staff was informed that the 35% matching funds programmed with
Tax Exempt Bond Funds of the former Culver City Redevelopment Agency (Former
CCRA) was not available. Staff requested for a 9-month extension from the
California Transportation Commission which extension was granted in December,
2012. The federal funds ($634,000) allocated for this project are now scheduled to
lapse on September 30, 2013. It was estimated by staff that the State would make City of Culver City, California

the final decision on whether the Bond Funds could be available for this project
within the 9-month extension. The State has still not given a final ruling and is not
expected to do so until the end of the year (after the time currently set for the federal
fund allocation to lapse).
Because Former CCRA funds continue to be unavailable and the federal funds are
subject to lapse, staff recommends that the City use Fiscal Year 2013/2014 funds
currently appropriated for street resurfacing to meet the local match requirements.
DISCUSSION:
The scope of work consists of constructing pedestrian safety improvements at eight
(8) intersections with high transit and pedestrian activities:
1) Sepulveda Boulevard and Washington Boulevard
2) Sepulveda Boulevard and Sawtelle Boulevard
3) Washington Boulevard and Robertson Boulevard/Higuera Street
4) Washington Boulevard and Landmark Avenue
5) Washington Boulevard/Washington Place/Zanja Street
6) Washington Boulevard and Inglewood Boulevard
7) Washington Boulevard and Centinela Avenue
8) Washington Boulevard and National Boulevard
The improvements include new ADA curb ramps with truncated domes, new
crosswalk and pavement markings, ADA compliant pedestrian push buttons, vehicle
video detection sensors, bicycle detection loops, and reconstruction of damaged
concrete pavements at the intersections.
As a federally funded project, Caltrans’s Local Assistance Office’s must provide its
authorization prior to advertisement for bid and construction. Should the City
Council approve this action this evening, staff will immediately advertise the project
for construction bids once the Authorization to Proceed from Caltrans is received.
It is estimated that the award of the construction contract will occur in September
2013 (meeting the federal funds deadline) with construction slated to begin in
November and expected to be completed by early 2014.

There are approximately $2,000,000 available for street resurfacing in the current
fiscal year budget. The $351,000 transfer represents 17.5% of the budget. Staff will
use General Funds appropriated as part of the total of $2,000,000 for the required
match as other funding sources included in the total can only be used for street
resurfacing.
Should the City Council approve this action this evening, the request for approval of
the appropriation and transfer of funds will occur at the time of award of the
construction contract.
