RECOMMENDATION

 

Staff recommends the City Council approve a professional services agreement with Good Guard Security, Inc. in the amount not-to-exceed $1,830,000 for three years, with two, one-year optional renewals. 

 

 

BACKGROUND

 

In 2022, the City solicited proposals from qualified firms to provide unarmed, uniformed security guard services at City facilities. At the March 28, 2022, City Council Meeting, the City Council approved a professional services agreement with AG Coast, Inc. dba California Panther Security (Panther), for an initial two-year period with three negotiable one-year options. Currently, Panther is providing unarmed security guard services for City Hall, the Veteran’s Memorial Complex, the Senior Center, and the City’s Transportation Facility. The current agreement with Panther is set to expire at the end of the fiscal year, ending June 30, 2024. Panther charged the City $24.25/hour for regular hours and $36.37/hour for overtime, resulting in an annual contract amount of $596,165 for Fiscal Year 2023-2024.

 

In 2023, the City was approached by Center Theater Group (CTG) about extending the unarmed security guard services to the Kirk Douglas Theater to streamline services in the downtown corridor and at the City Hall parking lot. CTG and the City are currently negotiating a Reimbursement Agreement for their use of City-contracted unarmed security guard services.

 

 

DISCUSSION

 

On March 14, 2024, the City issued RFP 2514 for Security Guard Services. A walkthrough was held on March 18, 2024, and 27 prospective vendors participated in a thorough review of security needs at City Hall, the Veteran’s Memorial Complex and Park, the Senior Center, the City’s Transportation Facility, and the Kirk Douglas Theater.  

 

On April 18, 2024, the City received 16 responses from qualified vendors. An evaluation team consisting of the staff from the City Manager’s Office, Parks, Recreation and Community Services, and Transportation departments reviewed and ranked the proposals based on the following criteria:

 

1.                     Qualifications and Experience of the Firm (40%)

2.                     Response to Scope of Services (25%)

3.                     Fees (25%)

4.                     References Schedule, & Required Forms (10%)

 

Based on these criteria, an average weighted composite score was created, and the firms were ranked as follows based on the departments’ independent review:

 

 

The top three firms were interviewed on May 9, 2024, by the evaluating departments and the Culver City Police Department. Based on the overall completeness of the proposals, score, and interview, staff is recommending that the City enter into a professional services agreement with Good Guard Security, Inc. for a three-year period, with two one-year optional renewals. 

 

Good Guard Security, Inc. is located in Chatsworth, CA and has been providing security guard services for 40 years. They have provided similar services to the cities of Los Angeles, Santa Monica, San Jose, and Anaheim, among others, and have extensive experience that is applicable to the City’s needs. Good Guard Security, Inc. requires all their security guards to pass an extensive background check as well as to attend mandatory specialized trainings on a wide variety of security services, including engagement with unhoused individuals and de-escalation techniques. Good Guard Security, Inc. also provides an incident reporting dashboard, security guard monitoring, body cams, and a 24/7 dispatch service. Based on their background, qualifications, and references, Good Guard Security, Inc. was determined to be the best overall provider.

 

Good Guard Security, Inc. has proposed a rate $25.37/hour for unarmed security guards at designated facilities, in addition to a rate of $38.04/hour for holiday/overtime, and a rate of $30.12/hour for special event services. Based on these rates, the annual contract is estimated at $590,000 for the first year, with a 4% cost of living adjustment per year for the remaining term of the contract, or $610,000 in year two and $630,000 in year three, for a total initial term contract amount of $1,830,000. 

 

 

FISCAL ANALYSIS

 

Sufficient funding for this service is included in the Proposed Budget for Fiscal Year 2024-2025 in Account Nos. 10130100.619800 (PRCS Administrative Division - Other Contractual Services), 10130110.619800 (Veterans Memorial Complex - Other Contractual Services) and 20370200.619800 (Transportation Operations - Other Contractual Services). Funding for future years of the agreement would be included in future fiscal year budgets.

MOTIONS

 

That the City Council:

 

1.                     Approve a professional services agreement with Good Guard Security, Inc. in the amount not-to-exceed $1,830,000 for three years, with two, one-year optional renewals; and,

 

2.                     Authorize the City Manager to amend the scope of services to include additional City locations and events as needed; and,

 

3.                     Authorize the City Attorney to review/prepare the necessary documents; and,

 

4.                     Authorize the City Manager to execute such documents on behalf of the City.
