City of Culver City, California Redevelopment Agency Agenda Item Report RECOMMENDATION: Staff recommends the Culver City Redevelopment Agency (“The Agency”) approve a professional services agreement with Bellur Devaraj, P.E., with a not-to-exceed fee of $30,000 to provide on an as-needed basis engineering support for the Engineering Division’s review of the Exposition Light Rail Transit Project BACKGROUND: The Metropolitan Transportation Authority (Metro) has proposed to construct a 9.6- mile light rail transit line to run along the Metro-owned Exposition Right-of-Way from the existing Metro Light Rail Transit (LRT) station at 7th/Metro Center in downtown Los Angeles to Venice/Washington in Culver City. This is known as Phase 1 of the project. The Exposition Metro Line Construction Authority (Authority) was created by the California State Legislature to oversee the final design and construction of the Exposition Light Rail Transit (Expo LRT). Phase 1 of the Expo LRT, which consists of 3 segments (A, B, and C), is currently under construction or in the process of design. The groundbreaking for Phase 1 occurred in early 2006. Segment “C” is the Culver City portion of the project and is currently in review at the 60% design stage. DISCUSSION: The Agency has taken actions to ensure that design and development of the Expo LRT project is accomplished to mitigate the impacts to the community and public facilities. Kimball)(12/11/07) City of Culver City, California Redevelopment Agency Agenda Item Report As part of the Agency’s strategy regarding the Expo LRT project, the Agency has retained consultants to provide specialized expertise and services. In order to determine if the project related improvements affecting the public rights-of-way are adequate to address the anticipated impacts, detailed civil engineering review of the proposed design plans needs to be completed. Due to City civil engineering staff work load on other projects, we believe it is necessary to rely on consultant assistance. Our belief is based on the complexities of the project and the need to meet the project’s design schedule requiring timely and quick review turn-around. Mr. Bellur Devaraj, P.E., is currently under contract with the City to provide part-time general engineering support to the Engineering Division at a not-to-exceed fee of $20,000 and at an hourly rate of $90. (This general engineering support service is about to end as the Engineering Division has obtained a full staffing level with the hiring of Hong Wang as Senior Engineer.) Bellur Devaraj, P.E., is a retired registered civil engineer. He was the City Engineer for the City of El Segundo from 1988 to 2004. Since his retirement in 2004, Mr. Devaraj worked as a consultant for the City of El Segundo. Mr. Devaraj has extensive experience with city engineering and has experience with light rail projects, having worked on the Metro Green Line Light Rail Project while he was with El Segundo. FISCAL ANALYSIS: As stated above, Mr. Devaraj is currently under contract with the City to provide part- time general engineering support to the Engineering Division at an hourly rate of $90. Staff proposes a separate Agency contract with Mr. Devaraj’s for the $90 hourly rate not to exceed $30,000, in order to pay on an as-needed basis for the work he performs reviewing the Expo LRT. There are sufficient funds in Account Number 59190400.612100 (Engineering Services) to fund the $30,000 contract with Mr. Devaraj. ATTACHMENTS: None MOTION: That the Agency: 1) Enter into a Professional Services Agreement with Bellur Devaraj to provide as- needed civil engineering support for the Engineering Division’s review of the Exposition Light Rail Transit Project at a not-to-exceed fee of $30,000, and, 2) Authorize the Agency General Consul to review/prepare the necessary documents and authorize the Executive Director to execute those documents on behalf of the Agency. .
