RECOMMENDATION

 

Staff recommends the City Council approve the final plans and specifications and authorize the publication of a notice inviting bids for the Overland Ave High Friction Surface Treatment Project, CIP No. PS027.

 

 

BACKGROUND/DISCUSSION

 

At its July 11, 2022 meeting, the City Council accepted a $677,000 grant from Cycle 10 of Caltrans’ Highway Safety Improvement Program (HSIP) for the Overland Avenue High Friction Surface Treatment Project (Project). The Project will install a high-friction surface on a curved portion of Overland Avenue between Maytime Lane and Northgate Street.

 

The geometry of this segment has been a contributing factor in multiple traffic collisions in 2017 and 2019. The proposed high-friction surface treatment is a proven safety countermeasure designed to improve motorist traction and reduce crash frequency at horizontal curves and intersections.

 

On June 16, 2022, staff presented the Project to the Bicycle & Pedestrian Advisory Committee. The Committee expressed support for the Project.

If approved, staff will proceed with bidding, and construction is expected to begin in Spring 2026.

 

 

FISCAL ANALYSIS

 

The Adopted Budget for Fiscal Year 2025-2026 includes $618,700 for this project in CIP No. PS027 (Overland Ave HFST) under Fund 423 (Capital Grants Fund) as shown in the Capital Improvement Plan Schedule on page 593 of the budget book.
