RECOMMENDATION:
Staff recommends that the Parks, Recreation and Community Services (PRCS)
Commission receive a presentation of the conceptual plans for the Culver City Tree
Planting Partnership Project, cosponsored by the South Coast Air Quality
Management District (AQMD).
BACKGROUND:
South Coast AQMD Tree Planting Partnership
The South Coast Air Quality Management District is the air pollution control agency
for the urban portions of Los Angeles, Riverside and San Bernardino counties and
all of Orange County. South Coast AQMD established the Tree Planting Partnership
in order to help cities and counties build healthy urban forests across the Southland,
which will assist in reducing air pollution, help remove greenhouse gases, and lower
energy needs by providing shade for buildings.
The Tree Planting Partnership is a match funding opportunity for cities and counties
within AQMD’s four-county jurisdiction. The program places a strong emphasis on
community outreach and education to promote projects and the benefits of tree City of Culver City, California

planting. To this end, staff has created a factsheet on the project (Attachment).
Other requirements for tree planting projects include:
• Trees that have low biogenic volatile organic compound (VOC) emissions and
are native species to California
• Trees must be appropriate for the area where they will be planted
• Trees must be planted on public lands
• Tree maintenance must be provided after planting
• The use of temporary student employment to assist in implementing the tree
planting project.
Culver City Tree Planting Partnership Project
On March 1, 2010 the City Council accepted two separate grants from South Coast
AQMD. One grant, in the amount of $9,135, is to plant trees on the slope above the
Culver City Dog Park (Site 1).
The other grant, in the amount of $14,975, will be utilized to plant trees in two areas
of Culver City Park that were recently reclaimed for park use from oil well operations.
The first area is adjacent to the road leading up from the Dog Park to the baseball
fields (Site 2) and the second area is adjacent to the nature trail (Site 3). .
DISCUSSION:
This agenda item has been prepared to give the PRCS Commission an opportunity
to view the proposed conceptual plans for the Tree Planting Partnership Project and
potential future plans for Sites 2 and 3. Once funding has been identified for
additional improvements to the sites, the plans will come back to the Commission.
Tonight’s presentation, along with the related public notification, meets the
community outreach objective of the South Coast AQMD Tree Planting Partnership
by giving the public an opportunity to learn about the Culver City project.
The conceptual plan illustrates the layout and appearance of the trees at each site.
The proposed trees at both of the sites are native to California. The City’s certified
arborist has determined that the trees will perform well at these sites. In preparation
for the tree planting, staff conducted soil testing at each site and neither of the sites
pose any hazards to the trees.
FISCAL ANALYSIS:
Funding for the irrigation component of the project is available in the Parks Division’s
Capital Improvement Project accounts. Estimated costs for irrigation installation,
supplies and equipment are as follows:
