RECOMMENDATION
Staff recommends the City Council and the Culver City Public Finance Authority (PFA) Board approve an amendment to the existing general services agreement with West Coast Arborists, Inc. for citywide tree maintenance services to increase the annual not-to-exceed amount for Fiscal Year 2026-2027 by an amount of $500,000 (from $1,242,082 to $1,742,082).
BACKGROUND/DISCUSSION
On September 19, 2022, the City Council approved a five-year general services agreement with West Coast Arborists, Inc. to provide citywide tree maintenance services. The contract establishes the annual not-to-exceed amount for each year of the agreement. Since the contract was originally executed in 2022, it has been amended to increase the scope of services as follows:
• FY2022-23: $2,340 (approved on June 6, 2023)
• FY2023-24: $175,000 (approved on June 20, 2024)
• FY2024-25: $17,619 (approved on August 11, 2025)
• FY2025-26: $50,000 (approved on June 08, 2025)
The current not-to-exceed amount for Fiscal Year 2026-27 is $1,242,082, bringing the total not-to-exceed amount for the five-year agreement to $6,153,476.
During their meeting of April 27, 2026, the City Council identified certain initiatives to use bond proceeds overseen by the PFA. Among the initiatives included setting aside $500,000 in bond proceeds for the City’s tree canopy, which measure is aimed at reducing the City’s tree trimming backlog. The City is responsible for maintaining approximately 17,000 public trees located within streets, parks, parkways, and other public right-of-way and existing funding covers trimming of approximately 3,100 trees annually. The $500,000 in additional funds will be used to trim 2000 additional trees that are overdue for pruning. Absent regular trimming of the City’s tree canopy, severe weather events, including periods of heavy rainfall and high winds, results in additional tree damage and fallen limbs, creating unanticipated maintenance demands that require prompt attention to reduce potential hazards to pedestrians, motorists, City facilities, and public/private property.
Ongoing preventative tree pruning, and related sidewalk repairs due to root intrusion are essential to preserving the long-term health of the City’s urban forest, extending its useful life, and reducing liabilities associated with damage caused by tree limb failure.
FISCAL ANALYSIS
The Adopted Budget for Fiscal Year 2026-2027 includes (1) $1,242,082 in Account No. 10160220.619800 (Tree Maintenance - Other Contracted Services) for annual tree maintenance services and (2) an additional $500,000 from bond proceeds (Capital Improvement Account No. 49980000.619800 PFA03) to cover the cost of the agreement amendment with West Coast Arborists, Inc.

MOTION
That the City Council and Public Finance Authority Board:
1. Approve an amendment to the existing general services agreement with West Coast Arborists, Inc. for tree maintenance services to increase the not-to-exceed amount for Fiscal Year 2026-2027 by $500,000 (from $1,242,082 to $1,742,082), and
2. Authorize the City Attorney to review/prepare the necessary documents; and;
3. Authorize the City Manager to execute such documents on behalf of the City.
