Vice Mayor Weissman presented the Commendation. Reserve Police Captain David Oberg thanked the City for the honor. o0o Item P-2 Presentation of a Certificate of Recognition to Family Self Sufficiency Program Graduate Cheryl Waterford Mayor O'Leary received clarification that the presentation would be done at a future meeting. o0o Item P-3 Presentation of a Certificate of Recognition to the Culver City Senior Citizens Association for the Association's May 26, 2015 3 Donation of $10,000 toward the New Seal Coat on the Senior Center Parking Lot Mayor O'Leary presented the Certificate of Recognition to Culver City Senior Citizens Association Board Members. Kay Heineman, Senior Center Association Board President, thanked the City for the Recognition noting that the Board was happy to fund the important improvements. o0o Community Announcements by City Council Members/ Information Items from Staff MOVED BY COUNCIL MEMBER CLARKE, SECONDED BY COUNCIL MEMBER SAHLI-WELLS AND UNANIMOUSLY CARRIED THAT WHEN THE MEETING IS ADJOURNED THAT IT BE ADJOURNED IN MEMORY OF ALICE SILBIGER, MOTHER OF FORMER MAYOR GARY SILBIGER. Council Member Sahli-Wells announced a public meeting by Golden State Water in Culver City regarding mandatory water restrictions on May 28 noting that Public Works staff would be present to answer questions; the Affair of the Arts at Parcel B on May 30-31; National Gun Violence Awareness Day on June 2; and Taste of the Nation on June 7 in Media Park. Mayor O'Leary thanked Council Member Sahli-Wells for the update on the Expo Board presentation; discussed revenue operations planned for March 2016; and a meeting of the Baldwin Hills Conservancy on May 29 at the Kenneth Hahn Community Center. o0o Joint Public Comment – Items Not on the Agenda Mayor O'Leary invited public comment. The following members of the audience addressed the City Council: Janet Hoult discussed Carlson Memorial Park and Memorial Day. June Lehrman, LAX Noise Roundtable Representative, reported that she was stepping down from a different May 26, 2015 4 committee, not this one; she announced a meeting on May 27 hosted by LAX regarding the redesign of the airspace by the Federal Aviation Administration over the Los Angeles basin; she discussed the process; the 30 day comment period to provide comments on the redesigned airspace; suggested getting Karen Bass involved as the matter is a Federal issue; noted that the consultant report would be crucial; discussed the environmental assessment; assessing impacts from yesterday to tomorrow; and she noted that the starting point was over the last three years though the FAA denies that any changes have been made. Stephen Murray discussed a slide show that would be presented at the meeting on May 27; specific action items: he suggested requesting more than 30 days for the comment period; and requesting a local public hearing. Council Members Clarke and Sahli-Wells indicated that they would be present at the meeting on May 27. Discussion ensued between the speakers and Council Members regarding changes to flight patterns; flights after midnight; when the wind changes; noise pollution; property values; encouragement to the City to have a public meeting; Brown Act issues; contact with Karen Bass; and encouragement to confirm with the City once the date for the comment period is open. Marla Koosed invited everyone to attend the third Architecture Talks fundraiser at wHY Studios on June 7 catered by Akasha. Terry Hudson, widow of Rick Hudson, thanked the City Council and staff for everything they did for her family and for Rick. o0o Receipt and Filing of Correspondence Martin Cole, Assistant City Manager/City Clerk, reported that correspondence received by the City Clerk's Office by 4:00 p.m. on items C-6, J-1 and A-1 had been distributed to Council Members and would become part of the public record. The following member of the audience addressed the City Council: Sal Princiotta discussed the policy for mediation of rent increases; concerns that attachments for rent increases were not considered part of the rent and therefore not able to be discussed; concern that the landlord was being given an advantage; and he asked that the policy be examined. Vince Motyl discussed his involvement in the City; his previous service on the Commission; the Westside Kidney Support Group; and he requested appointment to the Civil Service Commission. Jamie Wright indicated that she was also applying to the Parks, Recreation and Community Services Commission but noted that she would yield that request for the incumbent; she provided background on herself and her experience; noted that both her parents had served the City; and she requested consideration for appointment to the Civil Service Commission. Rich Cherry provided background on himself and indicated his desire to serve the City on the Cultural Affairs Commission. Amy Cherness provided background on herself and her experience; expressed interest in Art in Public Places; and requested appointment to the Cultural Affairs Commission. Marla Koosed expressed support for the appointment of Rich Cherry to the Cultural Affairs Commission. Dr. Janet Hoult provided background on herself; she observed that literary arts were not part of the mission and activities in the City; discussed the process for appointment of Poet Laureate in the City; and appointment to the Cultural Affairs Commission. Discussion ensued between staff and Council Members regarding consensus that a candidate can indicate interest in appointment to an additional Commission or Committee that does not currently have an applicant; criteria to serve as an At-Large Member on the Landlord Tenant Mediation Board; different ways to serve; opportunities to serve; encouragement to applicants to reach out to Council Members; and the importance of attending the meeting to speak on your own behalf. Erin Dick provided background on herself and indicated her desire to serve on the Cultural Affairs Commission noting that if she was not appointed she would seek a chance to serve the City in another capacity. Connie Seidman provided background on herself and expressed her desire to serve on the Cultural Affairs Commission. Discussion ensued between staff and Council Members regarding a request from the City Council School Board Liaison Committee to use Council Chambers and asking Cultural Affairs Commissioners to consider changing their meeting time. Marla Koosed discussed her public service in the City; indicated her interest in serving on the Planning Commission. Andrew Reilman provided background on himself; discussed his adherence to a strict code of ethics as an engineer; and he May 26, 2015 15 indicated his desire to serve on the Planning Commission. Deborah Wallace provided background on herself and indicated a desire to serve the City on the Planning Commission. Ed Ogosta provided background on himself and expressed interest in serving on the Planning Commission. Discussion ensued between staff and Council Members regarding potential conflicts of interest and the value of having certain types and levels of expertise for the Planning Commission. Alex Fisch provided background on himself and indicated his desire to serve on the Committee on Homelessness. Larry Kaufman introduced himself. Fred Puza provided background on himself and expressed a desire to serve on the Committee on Homelessness. Kimberly Gibson provided background on herself and indicated that she would be honored to serve on the Committee on Homelessness. Discussion ensued between staff and Council Members regarding different lengths of terms for the Committee on Homelessness members and clarification that Harden Fisch is the same person as Alex Fisch. Julieanna Thompson expressed interest in serving as a neutral party on the Landlord Tenant Mediation Board as a Tenant Member; she discussed the issue of amenities in the rent; and she provided background in herself. Elizabeth VonCannon provided background on herself and expressed interest in serving on the Landlord Tenant Mediation Board as a Tenant Member. Albert Vera indicated an interest in serving as a Landlord Member of the Landlord Tenant Mediation Board. Discussion ensued between staff and Council Members regarding new bylaws for the Landlord Tenant Mediation Board; different term endings; unfilled seats; Council consensus to re-poll those applicants that did not obtain a position to see if they are interested in applying for the Landlord Tenant May 26, 2015 16 Mediation Board position of Member at Large; obtaining additional information from Mr. Wilborn; residency confirmation for the existing Vector Control appointee; meeting times; using student representatives; responsiveness of the representative; whether to declare the position vacant; and appreciation for the work done by the previous member and her reports to the City Council. Council Member Cooper moved to declare the position of City representative to the Board of Trustees of the Los Angeles County West Vector and Vector-Borne Disease Control District vacant. Martin Cole, Assistant City Manager/City Clerk, reported that AB1234 ethics and Brown Act training would be available on June 18 with terms becoming effective after July 1, 2015. Discussion ensued between staff and Council Members regarding online training, and the timeframe to complete training and re-training. o0o Item A-2 Discussion of a Process/Policy Regarding Receiving Information from the City’s Commissions, Committees and Board, and Outside Entities Discussion ensued between staff and Council Members regarding appreciation for reports back from Committees; Meeting in a Minute; advisory groups to the City Council; seeking advice on issues; frequency of reports; annual reports from the Chair and the Vice Chair; adding report backs from Commissions in the regular meeting agenda; explanations for official recommendations from Boards and Commissions; including the Baldwin Hills Conservancy in the report backs; the appointment by the Governor; appreciation for the report May 26, 2015 18 backs from the LAX Advisory representatives; communication with Council Members; maintaining flexibility; concern with imposing an artificial schedule; concern with leaving it too open; adding an item to Commission agendas to consider whether there is anything to report to the City Council; concern with inhibiting communication with the City Council; differences between recommendations from the Commission and the staff; adding reporting back to the duties of Chair and Vice Chair; City Council subcommittees; Brown Act issues; outside events; regular reporting on subcommittee meetings; items that are still in draft form and not finalized; clarification that subcommittees do not have the ability to direct; the ability to report on subcommittee meetings but not engage in discussion; a suggestion to have a report back meeting on a fifth Monday; and consensus to add Committees Boards and Commissions to the Items from Council Members and Staff agenda item. Carol Schwab, City Attorney, clarified that when members of the LAX Advisory Board, the Noise Roundtable and Vector Control District have to take a vote or support a position, they need to bring the item to the City Council for an agendized discussion and she clarified that those bodies were outside agencies that were not staffed or monitored. Additional discussion ensued between staff and Council Members regarding whether those items are agendized; staff monitoring of the bodies; making it clear to representatives that they should not vote on an item of substance without consulting the City Council; abstaining from voting; timing; staff advice on the issue based on past practices; frequency of instances where that type of issue comes up; reports from Council Members that serve on outside bodies; a suggestion to provide information to staff for dissemination; a suggestion to have an official, annual update; clarification that the minutia is not necessary; communication with staff and the public; and concern with elongating meetings. o0o Public Comment – Items Not on the Agenda Mayor O'Leary invited public comment.
