RECOMMENDATION
Staff recommends the City Council (1) award an in-kind, off-cycle special event grant to the Nike Women’s Series/The Night After Dark Los Angeles 13.1 Run (Nike Run) in an amount not-to-exceed $1,000; (2) designate the Nike Run a City Sponsored Event; (3) approve a License Agreement for related street closures and reimbursement of City costs exceeding sponsorship; and (4) provide direction to the City Manager as appropriate.
BACKGROUND/DISCUSSION
On February 24, 2025, the City Council approved consideration of an off-cycle City sponsorship for the Nike Run event planned for June 7, 2025 (Attachments 1 & 2).
The Nike Run is a half marathon event along the 405 freeway, between La Cienega Avenue to Florence Ave/Manchester Boulevard, with a portion extending through Culver City to include portions of W. Centinela Avenue (Attachment 3). The start and finish of the race will be at the Athlete’s Village located at the SoFi Stadium in Inglewood and 10,000 runners are expected to participate.
As part of the event preparation, Nike will conduct extensive outreach prior to the event to inform the business and residential community regarding planned street closures, via direct contact, mailings, door hangers, print advertisements and email communications.
Nike is currently working with other local jurisdictions to produce the event, including the State, County, City of Los Angeles, and City of Inglewood. The California Highway Patrol will assist with security on the event route (405 freeway) and the Los Angeles County Sheriff and Los Angeles Police Department will provide security within their respective jurisdictions.
City Assistance
Nike has requested the following City assistance for the event:
1. Approval of full and partial surface street closures, including portions of W. Centinela Avenue estimated as follows:
• Centinela Avenue:
o La Cienega Boulevard to Jefferson Boulevard - 4:30 p.m. to 10:00 p.m.
Staff will finalize the details of the precise street closure times and locations with Nike.
2. Coordination of emergency action plans and resources (Police Department and Fire Department) as well as street closures (Public Works Departments and Police Department).
If sponsorship is approved by City Council, City Departments will coordinate with Nike to plan, prepare and promote the event.
Nike will reimburse the City for expenses related to this event such as permit fees, and related staff time above the $1,000 contribution for in-kind services.
City Sponsorship
To be categorized as a “sponsored” event by the City, an event must meet the criteria set forth in City Council Policy No. 2502 (Special Event Grant Program), confirming that the City is (a) participating in an official capacity in the planning, preparation or promotion of the event or activity; and (b) contributing 25% of the total estimated costs of the civic event or activity or at least $1,000, whichever is less. This contribution may take the form of funds, labor, staff time, materials, a waiver of fees, or any combination thereof.
Council Policy requires both (a) and (b) conditions be satisfied. Additionally, City Council Policy requires that in order for an event to be considered City sponsored, the City Council must determine, by specific action, that the above criteria have been met.
If approved by City Council, staff from the City Manager’s office, Police Department, Fire Department, Public Works Department, Community Development Department, and Transportation Department will be working with Nike to plan and prepare the event. The City’s participation, as described, as well as the $1,000 for in-kind services (e.g. marketing services and staff time during regular business hours), if approved, would satisfy the criteria for City sponsorship.
As a requirement for event sponsorship, the organizers for the events must identify the City of Culver City as a sponsor of the event in all promotional materials.
FISCAL ANALYSIS
Nike will provide reimbursement the City for expenses related to this event such as permit fees and overtime staffing related to event-day production. No direct fiscal impact to the City is anticipated.

MOTION
That the City Council:
1. Approve an off cycle in-kind special event grant of $1,000 for the Nike Women’s Series/The Night After Dark Los Angeles 13.1 running related to planning, preparation, and promotion of the event;
2. Designate the Nike Women’s Series/The Night After Dark Los Angeles 13.1 running event as a City-sponsored event;
3. Approve a license agreement with Nike for street closures and for the reimbursement of City costs exceeding $1,000;
4. Authorize the City Attorney to review/prepare the necessary documents; and,
5. Authorize the City Manager to execute such documents on behalf of the City.
