RECOMMENDATION
Staff recommends the City Council (1) consider a request from the County of Los Angeles and the Blair Hills Neighborhood Association to amend the existing Memorandum of Understanding (“MOU”) between the City of Culver City and the County of Los Angeles Department of Parks and Recreation (“County”) for the Stoneview Nature Center Operation to expand the hours of operation; and (2) if desired, approval of an MOU Amendment.
BACKGROUND/DISCUSSION
The County is the owner of the five-acre property located on 5950 Stoneview Drive in Culver City, adjacent to the Kenneth Hahn State Recreation Area, which is a recreational resource open to residents of Los Angeles County (the “Nature Center”). In 2014, during the construction of the Stoneview Nature Center, the City and the County entered into a MOU setting forth the terms and conditions under which the City and County agreed to cooperatively work together to address Center-related matters for mutual benefit of the community.
In July 2019, City staff received a request from the Blair Hills Neighborhood Association, with the concurrence of the Office of Supervisor Mark Ridley-Thomas, to amend the existing MOU to extend the current operating hours of the Stoneview Nature Center.
The current hours as set forth in the MOU are 8 AM - 5 PM, Monday through Sunday.
The proposed hours are:
• April 1 - September 30: 7 AM - 7 PM, Monday through Sunday
• October 1 - March 31: 7 AM - 5 PM, Monday through Sunday
City staff reviewed this request and has no concerns with the proposed hours.
FISCAL ANALYSIS
There is no fiscal impact associated with the approval of the amendment to the MOU. Any costs associated with the expanded hours of operation for the Stoneview Nature Center would be borne by the County of Los Angeles.

That the City Council:
1. Consider a request from the County of Los Angeles and the Blair Hills Neighborhood Association to amend the existing Memorandum of Understanding (MOU) between the City of Culver City and the County of Los Angeles Department of Parks and Recreation for the Stoneview Nature Center Operation to expand the hours of operation; and
2. If desired, approve an amendment to the MOU; and
3. Authorize the City Attorney to review/prepare the necessary documents; and
4. Authorize the City Manager to execute such documents on behalf of the City.
