Nachbar (09/05/12) RECOMMENDATION: Staff recommends the City Council accept the work performed by Pacific Hydrotech Corporation, authorize filing a Notice of Completion and authorize the release of retention funds in the amount of $111,804.42 after the expiration of the 35-day lien period, for the Braddock Pump Station Upgrade Project. BACKGROUND/DISCUSSION: On July 12, 2010, the City Council awarded a construction contract to Pacific Hydrotech Corporation for the Braddock Pump Station Upgrade Project. This work included the removal of the existing concrete subterranean dry well structure, a concrete stairwell, pumps, motors, old electrical components, and the site’s concrete surface. Upgrades to the station included the installation of a new wet well with three submersible pumps, new electronics, new valves and valve boxes, reconstruction of the existing emergency by-pass piping, and a new emergency generator to accommodate the increased power load. Prior to the start of work, the existing sewer discharge into the station had to be rerouted by the contractor by installation of a temporary bypass system. It was anticipated that ground water would be encountered at a depth of approximately 21 feet during excavation. The bottom of the new wet well was to be placed at a depth of 32 feet. Ground water was encountered at a depth of 21 feet however the large volume was not anticipated. The groundwater was an underground stream that had an estimated flow rate of 200 gallons per minute. Dewatering of the pit area was very challenging and removal of underground obstructions slowed the project completion by several months. City of Culver City, California Agenda Item Report Near the end of the project, it was decided to enlarge the station’s site area by relocating the existing perimeter wall along Braddock Drive from approximately 15 feet from the back of sidewalk to 10 inches behind the sidewalk. This will provide an additional area to store equipment or park vehicles within the secured site enclosure. All landscaping around the site was removed and new planting and irrigation is currently being designed by City staff which will be installed shortly. The newly installed wet well and pumping system went online on August 3, 2011. The remaining site work, including the new perimeter wall, additional site concrete paving, and the repaving of Sawtelle Boulevard and Braddock Drive that was damaged due the construction traffic occurring during the long project duration was completed on March 16, 2012. Shortly after the new pumps came on line, critical alarms were being reported. For the most part these alarms were programming issues and the sewer pump station was never in danger of overflowing. After several adjustments to the programing of the software and the location of the wet well’s depth monitoring floats, it was decided to install a second set of depth transducers. These were installed on June 14, 2012, and the station has been running without any alarms triggered since. Therefore, at this point Pacific Hydrotech has successfully completed the project. FISCAL ANALYSIS: The approved construction contract amount with Pacific Hydrotech was $1,936,500.00, and the Public Works Director/City Engineer was authorized to approve change orders in the amount not to exceed $317,475.00.
