RECOMMENDATION:
Staff recommends that the City Council authorize the donation of one
decommissioned 2003 Freightliner ambulance (Unit 3725) and miscellaneous
medical equipment to the Culver City Sister City Committee, Inc.
BACKGROUND:
The 2003 Freightliner MedicMaster ambulance, designated as Unit 3725, was
recently replaced through the City’s Vehicle Replacement Fund and is no longer
utilized for field use. This is a special purpose vehicle with limited appeal to the
general public; however, its continued use as an emergency vehicle remains viable.
In 1962, the City Council established the first Culver City Sister City Committee. The
Culver City Sister City Committee, Inc. (“CCSCC”) incorporated in 2008 as a non-
profit charitable corporation with 501(c)(3) tax exempt status. Through CCSCC,
Culver City maintains sister city relationships with a number of cities around the
world. Among these is Uruapan, Mexico - Culver City’s first sister city. Uruapan is
located in central Mexico in the Mexican State of Michoacan, with a population of

approximately 315,000. Uruapan is located on a high plateau with a semitropical
climate where ranching is the main industry.
The City has a long history of making various types of donations to Uruapan dating
back to the 1960s. Most recently in 2005, a decommissioned fire department
ambulance was donated.
DISCUSSION:
The Fire Department supports the donation of an ambulance to CCSCC. Because
CCSCC is a non-profit charitable corporation, the City may transfer ownership, title,
and liability for the vehicle to CCSCC, and CCSCC will handle the formal steps to
transfer and deliver the ambulance to Uruapan. The City of Uruapan has proven its
need for this type of vehicle and has expressed genuine gratitude and appreciation
for the City’s generosity. The City will require the CCSCC to execute a release of
liability prior to transfer of the ambulance.
FISCAL ANALYSIS:
The approximate value of the rescue ambulance is $10,000. The surplus
miscellaneous medical equipment may have some minimal residual value. Should
the City Council approve the donation of this ambulance, the potential income of
$10,000 for this vehicle will not be realized.

MOTION:
That the City Council:
1. Authorize the donation of the 2003 Freightliner MedicMaster Rescue
Ambulance (Unit 3725) to the CCSCC; and,
2. Authorize the City Attorney to review/prepare the necessary documents; and,
3. Authorize the City Manager to execute such documents on behalf of the City.
