RECOMMENDATION
Staff recommends the City Council approve an Agreement with LexisNexis for the usage of Accurint®, an investigative database, to search for suspects in all manners of crimes for a term ending on June 30, 2020 in an amount-not-to-exceed $85,500.00.
BACKGROUND/DISCUSSION
LexisNexis is a privately operated commercial database providing sensitive personal information to authorized investigators. During the initial stages of an investigation, information is scarce. Accurint® for Law Enforcement is an investigative technology that can expedite the identification of people and their assets, addresses, relatives, and business associates by providing instant access to a comprehensive database of public records such as residential history, employment records, motor vehicles, and cellular telephone information. The information the database provides enables law enforcement to locate suspects.
The Police Department has been using the Accurint® database as a criminal investigation resource for over 15 years. The information provided by Accurint® searches are instrumental in identifying unknown suspects in all manners of crime, and has assisted the Police Department in achieving a case-clearance rate that is currently more than twice the national average.
Additionally, once suspect(s) have been identified, an Accurint® search is standard departmental operating procedure to mitigate risk during suspect apprehension. Information provided by Accurint searches can help to identify additional subjects associated with the suspect(s) and/or their residences. That information allows detectives to plan their operations accordingly, reducing the risk to both the officers and the suspect(s) they seek to apprehend.
Per Culver City Municipal Code Section 3.07.045.E, this agreement is exempt from bidding requirements, as it is qualifies as the purchase of computer software and software maintenance services.
FISCAL ANALYSIS
The City Council Adopted Budget for Fiscal Year 2015/2016 includes $17,100 for year one of the Agreement (10140200.619800). Should the City Council take the recommended action, future budget requests will include the costs of future years of the proposed agreement.
RECOMMENDED MOTIONS
That the City Council:
1) Approve an agreement with LexisNexis for the usage of Accurint®, an investigative database, to search for suspects in all manners of crimes for a term ending on June 30, 2020 in an amount-not-to-exceed $85,500.00; and,
2) Authorize the City Attorney to review/prepare the necessary documents; and,
3) Authorize the City Manager to execute such documents on behalf of the City.
