RECOMMENDATION

Staff recommends the City Council (1) approve a second amendment to the SmartRise Elevator, Inc. general services agreement in an additional amount not to exceed $356,315 to modernize four elevators located at the Ince and Cardiff Parking Structures for a total agreement amount not to exceed $720,690; and (2) authorize City Manager to approve amendments to the agreement in an additional amount not to exceed $50,000.

BACKGROUND

On April 29, 2024, the City Council approved a 5-year agreement with Elevators, Etc. to perform routine maintenance and testing services for thirteen elevators. The work was to be performed in a manner required by the Department of Industrial Relations to maintain an active permit to operate the elevators, and would also include elevator repairs when needed.

Modernization:

Elevator modernization includes replacing hydraulic and other motor parts, exterior call buttons, exterior directional arrows, interior operating panels, and updating their software systems. As a new feature contained in modern elevators, a battery backup system will be installed that, when the power fails, provides enough electricity to return the cabin to the ground floor and open the doors to allow passengers to exit.

On September 9, 2024 the City Council approved an amendment to the Elevators, Etc. agreement to modernize five elevators located at the Ince, Cardiff, and Watseka Parking Structures that required operational upgrades. .

Due to a lack of performance and eventual desertion, staff terminated the agreement with Elevators Etc. and entered into a $50,000 administrative agreement with SmartRise Elevator to immediately step in and take over maintenance. On May 11, 2026, the City Council ratified staff’s termination of the agreement with Elevators Etc. and simultaneously approved a first amendment to the SmartRise agreement (from $50,000 to $364,375) to maintain and repair the City’s elevators for the next three years.

To date, only the Watseka Parking Structure elevator was modernized by Elevators, Etc. and although they began to modernize one of the three Ince Parking Structure elevators, they abandoned the project prior to finishing.

DISCUSSION

Staff requested SmartRise take an inventory of the existing parts and equipment that were delivered by Elevators, Etc. to determine their completeness and to prepare a proposal to modernize all the elevators at the Ince Parking Structure and the Cardiff Parking Structure.  Staff confirmed that the SmartRise proposal reflects the hourly rates and the material markup percentages contained in their existing agreement. The SmartRise proposal also requires SmartRise to obtain a Performance Bond and in the unlikely event that SmartRise fails to implement the modernizations, the bond holder will step in and complete the modernizations at no additional cost to the City.

Since Elevators Etc. took measurements and subsequently ordered and delivered the parts and equipment necessary to modernize the three Ince Parking Structure elevators, staff recommend a $50,000 contingency be set aside in the event that it is discovered that some of those materials are the wrong size or type.

If approved, the modernization work will be completed in approximately six months.

FISCAL ANALYSIS

Sufficient funds to modernize the four elevators were included in the budget for Fiscal Year 2026/2027 and/or were carried over from Fiscal Year 2025/2026 as follows:

•                     $356,315 Economic Development: From Account Numbers 47580000.730100.PA010 ($188,530); and 47555310.600200 ($88,000); and 47555380.612300 ($79,785).  If needed, up to $50,000 in contingencies will be covered by Account Number 47555380.612300
