RECOMMENDATION
Staff recommends the City Council (1) award a construction contract to CJ Concrete Construction, Inc. as the lowest responsive and responsible bidder, in the amount of $289,366.00 for the Sidewalk, Curb Ramp, and Driveway Approach Improvement Project, PZ-428 (Project); and (2) authorize the Public Works Director to approve change orders to the contract in an amount not-to-exceed $72,341.00 to cover contingency costs (25%).
BACKGROUND
The City receives maintenance requests from the public for broken and uplifted concrete sidewalks, curb ramps, driveway approaches and street sections. Public Works staff compiles resident requests and investigates them to assess the damage and potential hazard to pedestrians. In addition to the ongoing repairs completed by Public Works Maintenance and Operations Staff, the Engineering Division regularly manages projects that can address many locations at once, prioritizing locations based on factors such as severity, budget constraints, and previous maintenance measures.
Since sidewalk uplift is mainly attributed to parkway tree root intrusion, tree root trimming is also part of the scope of sidewalk projects. The City Arborist provides guidance throughout the duration of the project.

Construction Bids
On April 13, 2026, the City Council approved the specifications, and authorized staff to publish a notice inviting bids for the Project. The Notice Inviting Bids was published on the Culver City PlanetBids website on May 5, 2026. The bid opening date was May 28, 2026. Nine contractors responded. The three lowest bid amounts are listed below.

Staff reviewed the contractors’ bid documents and CJ Concrete Construction, Inc. submitted the lowest responsive bid. CJ Concrete Construction, Inc.’s bond, contractor’s license, and worker’s compensation insurance were reviewed and determined to meet City requirements. Staff contacted CJ Concrete Construction, Inc.’s references and found them to be satisfactory and CJ Concrete Construction, Inc. has completed similar projects for the City.
A proposed construction contingency amount of $72,341 (25%) is requested for unforeseen conditions during construction and to allow additional sidewalk repairs as identified by the City. The Public Works Department Engineering Division staff will perform the construction management and construction inspection.
FISCAL ANALYSIS
The Project is funded in the City’s Fiscal Year 2025-2026 with a combination of funds. The Adopted Budget for Fiscal Year 2025-2026 includes sufficient funding in the amount of $361,707.00 (base contract plus contingency) for the proposed contract with CJ Concrete Construction, Inc. in CIP PZ428 Curb, Gutter, Sidewalk Replacement, source funding from Fund 418 - Special Gas Tax and Fund 420 - General Fund, which can be found on page 530 and 531 in the Budget Book, respectively.
