Nachbar (04/16/14) RECOMMENDATION: Staff recommends the City Council: (1) accept the work performed by All American Asphalt; (2) authorize filing a Notice of Completion; and (3) authorize release of the retention payment in the amount of $60,868 after the expiration of the 35-day lien period for the 2013 Pavement Overlay Project, PZ-863, PZ-903. BACKGROUND/DISCUSSION: On August 26, 2013, the City Council awarded a construction contract to All American Asphalt. The scope of work consisted of removing and replacing two inches of deteriorated asphalt concrete with new rubberized asphalt concrete. Additionally, curb and gutter were replaced where necessary. The following streets were repaved: 1. Baldwin Avenue between Farragut Drive and Ballona Creek 2. Blackwelder Street 3. Braddock Drive between Sepulveda and Sawtelle Boulevards 4. Commonwealth Avenue between Garfield Avenue and Farragut Drive 5. Commonwealth Circle 6. Coolidge Avenue 7. Cranks Road between Hill and Tellefson Roads 8. Culview Street 9. The construction management was performed by staff, and construction inspection was performed by Civil Source, Inc. through the on- call general civil engineering contract. Pavement compaction testing was performed by Ninyo and Moore through the on-call general geotechnical engineering services contract. FISCAL ANALYSIS: The approved construction contract amount was $1,203,866, and the City Council authorized the Public Works Director/City Engineer to approve change orders in an amount not to exceed $125,386. Due to a decrease in the bid item quantities, the final construction expenditure amount was $1,156,492. MOTIONS: That the City Council: 1) Accept the work performed by the contractor, All American Asphalt, for the 2013 Pavement Overlay Project, PZ-863, PZ-903; and, 2) Authorize the Public Works Director/City Engineer to execute the Notice of Completion and submit it to the Los Angeles County Recorder’s office for recordation; and, 3) Authorize the release of retention funds in the amount of $60,868 to All American Asphalt upon expiration of the thirty-five day lien period.
