RECOMMENDATION:
Staff recommends the City Council approve the final plans and specifications and
authorize advertising for construction bids for the Buckingham Parkway and Sumner
Way crosswalk installation project P-885.
BACKGROUND:
In 2005, the Fox Hills Neighborhood Association (FHNA) requested that the City
assess the traffic impacts in the Fox Hills neighborhood as part of the Neighborhood
Traffic Management Program (NTMP). In compliance with this Council-adopted
program, traffic count data was collected on all the streets in the Fox Hills
neighborhood. Additionally, staff observed traffic patterns and analyzed existing and
future traffic volumes. This information was evaluated for compliance with the
adopted thresholds in the NTMP regulations.
It was concluded that, based on existing traffic at the time, the NTMP thresholds
were not met and staff could not recommend any traffic calming measures.
Nevertheless, staff determined that future pedestrian and vehicular traffic, due to the
then-planned developments in the vicinity, including Symantec, Westfield Mall, and
700 Corporate Pointe, would exceed the minimum threshold for two traffic calming
improvements: 1) a 3-way STOP at the intersection of Canterbury Drive and
Sumner Way; and 2) a pedestrian-activated crosswalk at the intersection of
Buckingham Parkway and Sumner Way.

The 3-way STOP on Canterbury Drive and Sumner Way was installed in 2006.
The funding for the pedestrian-activated crosswalk was approved in the capital
improvement budget FY 2008-2009.
DISCUSSION:
Under the general on-call traffic engineering services contract with the City, KOA
Corporation completed the design and preparation of the plans and specifications for
the Buckingham Parkway and Sumner Way crosswalk installation. Final plans were
comprised of a crosswalk at the south side of Sumner Way with two overhead mast
arms indicating the presence of a crosswalk. The design includes two overhead
signs (one in each direction of travel along Buckingham Parkway) with 2 flashing
yellow lights in each direction of travel. These lights are triggered by pedestrians
through a push button on either side of Buckingham Parkway. The push button will
light up upon activation by a pedestrian. Approximately 320 feet from the proposed
crosswalk two advance warning signs are proposed on Buckingham Parkway.
The award of the construction contract is anticipated in January 2009.
FISCAL ANALYSIS:
There is minimal fiscal impact to approving the plans and specifications and
authorizing solicitation of bids. At the time of consideration of the award of contract,
staff will provide related fiscal information.
