RECOMMENDATION:
Staff recommends the City Council approve a professional services agreement with
Bucknam Infrastructure Group, Inc. in an amount not-to-exceed $77,030 to update
the Pavement Management Program, PZ-546.
BACKGROUND:
In order to be eligible to receive Federal and County highways funds, a municipality
is required to routinely inspect and rate each street segment utilizing a pavement
management program. The City uses the Army Corps of Engineers’ software,
MicroPaver, to manage the City’s street network. The City has utilized specialized
consultants over the years to review the defects on each street segment based on
Army Corps of Engineers’ standards and enter the data into the MicroPaver
program. The program then assigns a pavement condition index (PCI) on a scale of
1 to 100.
The program also provides recommendations on the maintenance application of
each street segment. Typically, streets rated 80 to 100 are considered to be in
excellent condition and maintenance is not required. Streets rated 60 to 80 are
recommended to receive a thin layer of slurry seal in order to prolong the pavement
life before a costlier asphalt overlay is required. Streets rated below 60 are
recommended to receive an asphalt overlay. Streets rated below 20 may have to be
completely reconstructed due to large areas of asphalt failure.

DISCUSSION:
Bucknam Infrastructure Group, Inc., has provided a proposal to update the
pavement management program. There are approximately 104 miles of streets and
7.6 miles of alleys in the City. Bucknam proposes to survey the streets by automated
digital roadway imaging with a mobile van unit. While the pavement inspection is
occurring, the mobile van conducts a GPS survey of City assets such as catch
basins, curb markings, parking meters, and pavement markings. This information
can then be linked with the City's enterprise GIS to provide mapping in support of
managing City infrastructure. Such data would make possible creating maps for
visualization and analysis while also expanding information available to other City
departments. For example, deliverables for pavement and curb markings may aid in
providing more mapping details that could be useful for traffic and parking
enforcement. Also such information can be provided to the City’s design consultants
as well and save costs on field survey.
Culver City Municipal Code Sec. 3.07.085.A, provides that a professional services
agreement can be awarded without complying with formal bidding procedures,
provided the contract “shall be based upon competitive quotations, whenever
practical, as determined by the City Manager.” Recently the City of Bellflower
entered into a contract with Bucknam for the exact same work through a competitive
proposal process. Staff compared the fee proposal with the one approved by the
City of Bellflower. It was determined that Bucknam’s proposed fee per one mile of
inspection for Culver City is slightly less than the amount approved by the City of
Bellflower. With the City’s prior good experience utilizing Bucknam in 2008 and
2011 under administrative contracts for the updates to the pavement management
system, the City Manager has determined it is not practical to obtain competitive
quotes for these services at this time.
