RECOMMENDATION:
Staff recommends the City Council adopt a Resolution that:
1. Orders the Preparation of the Engineer’s Report for the Residential
Sanitation Service Charge for Fiscal Year 2007/2008; and
2. Declares its Intention to Order the Levy of Annual Assessments for
Fiscal Year 2007/2008; and
3. Sets a public hearing for June 11, 2007, at 7:00 p.m. in the Mike
Balkman Council Chambers to order the levy of this assessment.
BACKGROUND/DISCUSSION:
The City Council establishes the Sanitation Service Charge to ensure that revenues
cover the costs of services provided. A Public Hearing will be held not earlier than
45 days after authorization by the City Council and notice of the hearing has been
given, with a proposed date of June 11, 2007. All affected property owners will be
mailed a notification of any proposed increased assessment and the date, time and
location of the public hearing, as required by Proposition 218. During the scheduled
Public Hearing, the City will consider all protests against any proposed increase and
assessment.

FISCAL ANALYSIS:
The Residential Sanitation Service Charge budget is 100 percent self-supporting
for all expenditures related to the collection, operation & maintenance, capital
improvements, disposal and processing of the City’s residential refuse sanitation
needs. Property owners within the District are charged their fair share of these
costs, as will be described in an Engineer’s Report.

the intention to levy and collect assessments for Fiscal Year 2007/2008 and sets

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CULVER CITY, CALIFORNIA, ORDERING THE
PREPARATION OF A REPORT DETAILING PROPOSED
FEES FOR SOLID WASTE HANDLING PURSUANT TO
THE PROVISIONS OF CHAPTER 5.01 OF THE CULVER
CITY MUNICIPAL CODE AND DECLARING ITS
INTENTION TO ORDER THE ANNUAL ASSESSMENT
LEVY FOR THE RESIDENTIAL SANITATION USER
SERVICE CHARGE ASSESSMENT AND SETTING THE
TIME AND PLACE FOR THE PUBLIC HEARING.
WHEREAS, the City Council of the City of Culver City desires to conduct
proceedings for considering the annual assessment for the City's residential sanitation
service charge , pursuant to the terms and provisions of Section 5.01.070 of Chapter 5.01
of the Culver City Municipal Code , in what is known and designated as: "A RESIDENTIAL
SANITATION USER SERVICE CHARGE"; and
WHEREAS, the City Council of the City of Culver City desires to complete
the proceedings for the annual levy of the assessments as required by Articles XIII (C)
and (D ) of the Constitution of the State of California (Proposition 218); and
WHEREAS, these proceedings for the annual levy of assessments shall
relate to the fiscal year commencing July 1, 2007 and ending June 30, 2008.
NOW, THEREFORE, the City Council of the City of Culver City DOES
HEREBY RESOLVE as follows:
1. The above recitals are all true and correct.
2. The certain sanitation services are authorized for Fiscal Year
2007/2008 and are set forth to be presented to this City Council for consideration.

declares its intention to levy the annual
assessment on the residents for this sanitation service for fiscal year
2007/2008.
4. The City Engineer
is hereby ordered to prepare and file with the
City Clerk, for submission to the City Council, an Engineer's report relating to said
annual assessment and levy.
5. Upon receipt of the City Engineer's report, the City Clerk is hereby
ordered to mail written notice of the time and place a public hearing will be
held by the
City Council to consider objections and protests.
6. A public hearing is hereby set for June
11, 2007 at 7:00 pm in the City
Hall Council Chambers, located at 9770 Culver Boulevard , Culver City, California 90232.
