RECOMMENDATION

 

Staff recommends the City Council (1) waive formal competitive bidding procedures; and (2) approve an amendment to the existing agreement with Gold Coast K9 for police service dog and handler monthly training, extending the term through June 30, 2020 in an additional amount not-to-exceed $52,000.00.

 

 

BACKGROUND/DISCUSSION

 

Gold Coast K9 has been the Department’s police service dog and handler weekly training provider since 2000. On September 29, 2015, the City entered into a Standard Form Contract with Gold Coast K9 for dual purpose police service dog maintenance training.  Training services under the agreement include obedience and agility, building searches, area searches, apprehension with contact, handler protection, evidence search, felony traffic stops, problem solving and narcotic detection.  In the near future, there will also be bomb detection training.  Additional one-on-one training is also available to address any areas of concern the Department feels needs to be improved upon.  Currently, the Department has two police service dogs that utilize the training.

Staff recommends Gold Coast K9 continue to provide police service dog and handler weekly training.  Staff determined that Gold Coast K9 provides the preferred training style of no more than four canines at a time, which allows more training scenarios for each team.  Other canine trainers may have up to 15 dogs at one-time during training, which prevents the teams from getting the best possible training.   Gold Coast K9 is familiar with the Department’s K9 program and is able to modify training to meet the Department’s needs.  Also, Gold Coast K9 provides exceptional customer service and is easily accessible to address any concerns.   The results have proven beneficial in terms of the police service dogs searching and locating suspects and detecting narcotics.

In general, Culver City Municipal Code (CCMC) Section 3.07.085 exempts professional services from the formal competitive bid process.  However, pursuant to CCMC Section 3.07.050, where the same consultant has been utilized for a period of five years, the formal bidding procedures shall apply unless waived by the City Council.  In this case, as discussed above, the Department has not been able to identify another training consultant that provides the desired training method that will yield the best results, and given the importance of obtaining suitable training in order to operate a safe and effective K9 program, City staff is requesting that the City Council waive this requirement for the reasons stated above, in accordance with CCMC Section 3.07.075.E.3.

 

FISCAL ANALYSIS

 

The City Council Adopted Budget for Fiscal Year 2016/2017 includes $13,000 for the Agreement for Police Service Dog and Handler Training (10140200.516100).

 

MOTION

 

That the City Council:

 

1.                     Waive formal competitive bidding procedures; and

 

2.                     Approve an amendment to the existing agreement with Gold Coast K9 for police service dog and handler weekly training extending the term through June 30, 2020 in an additional amount not-to-exceed $52,000.00 ($13,000 per year); and

 

3.                     Authorize the City Attorney to review/prepare the necessary documents; and

 

4.                     Authorize the City Manager to execute such documents on behalf of the City.
