RECOMMENDATION

 

Staff recommends the City Council approve the submittal of an application for Los Angeles County Regional Parks & Open Space District (RPOSD) Planning and Design Grant.

 

 

BACKGROUND/DISCUSSION

The Los Angeles County Regional Park and Open Space District (RPOSD) recently announced the 2025 Competitive Grant Programs, which will provide a total of $58 million in Measure A funding to support planning and development efforts across Los Angeles County. These competitive funding programs aim to deliver measurable impact, promote park equity, and strengthen access to parks, natural areas, and regional recreation spaces throughout Los Angeles County.  Applications must focus on multi-benefit projects that maximize climate pollution reduction and adaptation, carbon sequestration, heat-island reduction, stormwater capture, habitat protection and biodiversity, community health improvements, promote innovative public-private partnerships, or a combination thereof.  Multiple departments may apply and be awarded RPOSD grants as long as the total award for the City does not go above $500,000. 

The City’s adopted Stormwater Quality Plan proposes over 400 projects to contribute to the City’s stormwater capture and treatment requirements.  One proposed project is a stormwater treatment project at Fox Hills Park.  This project was added to the City’s Capital Improvement Program (CIP) for Fiscal Year 2025-2026.  Staff intends to apply for RPOSD funding for a feasibility study for a proposed project at this park, to assess the geotechnical and drainage characteristics of the site in order to prepare the project for the design phase. 

Additionally, the Culver City Parks Plan, adopted on February 24, 2025 by the City Council, proposes multiple projects at each park in Culver City.  The Parks, Recreation and Community Services (PRCS) Department intends to apply for RPOSD funding for the development of construction documents and bid documents to repurpose the storage area located along Leash Lane in Culver City Park.  The Parks Plan calls for this area to be transitioned into a space for racket courts, such as tennis, paddle tennis, and pickleball. 

The grant is due on October 30, 2025, and staff is securing City Council approval to apply for RPOSD funding in advance of the deadline. 

 

FISCAL ANALYSIS

 

There is no fiscal impact to approving the grant application. The minimum grant award is $100,000. Cost sharing and matching funds are not required for the RPOSD grant program, but voluntary cost sharing may make a project more competitive. The City will leverage existing funding to make the application package most competitive.
