RECOMMENDATION:
Staff recommends that the City Council approve an amendment to the existing
professional services agreement for services with Dr. David Eisner as Medical
Director of the City’s Emergency Medical Services Program for an additional five
years.
BACKGROUND:
The Culver City Fire Department created the Emergency Medical Services (EMS)
Medical Director contract in 1998 to fill an urgent need for medical oversight of the
Emergency Medical Services program. Dr. David Eisner was selected to provide
these services and an Agreement was approved on February 1, 1998.
Some of the Medical Director’s responsibilities include:
• Assists with EMS Strategic Planning.
• Authorize the purchase of medications and other supplies.
• Conduct evaluations and quality improvement studies.
• Address paramedic safety issues (communicable disease exposures).
• Serves as the Physician Liaison to area hospitals, other physicians, and the
Los Angeles County Department of Health Services Medical Council.
• Coordinates special pilot projects. City of Culver City, California

The current agreement between the City and Dr. Eisner expires on June 30, 2011.
DISCUSSION:
Per the Los Angeles County Pre-hospital Reference 411 (attachment), a Provider
Agency’s Medical Director must be Board certified by the American Board of
Emergency Medicine, engaged in the clinical practice of emergency medicine, and
be familiar with policies, procedures, and protocols of the Los Angeles County EMS
Agency.
Dr. Eisner meets all of the Los Angeles County EMS Agency requirements and
has been a tremendous asset to the community of Culver City. He is passionate
about providing the very highest level of EMS services. His work has directly
enhanced the level of service provided by the EMS Division of the Fire
Department.
Pursuant to Culver City Municipal Code Section 3.07.085, the City may award
contracts in any amount for professional services without complying with formal bid
requirements provided the contract is based upon competitive quotations, when
practical, as determined by the City Manager. Given the history of Dr. Eisner’s
service and the quality of work provided to the City, it was determined that it was
unnecessary to obtain competitive quotations in this regard.
FISCAL ANALYSIS:
The cost will not exceed the contractual limit of $25,000 per year, payable at a rate
of $125.00 per hour. This cost remains the same for the duration of the contract.
Funds for this expense have been included in the City Manager’s Recommended
Budget for Fiscal Year 2011/2012. Funds will be proposed in subsequent fiscal
years during the annual budget process.
